GENERAL PROCUREMENT NOTICE Kyrgyz Republic Sustainable Village Project in Kyrgyz Republic GENERAL PROCUREMENT NOTICE Mode of Financing: Loan Agreement # KYR-0044-45 dated June 25, 2014 between the Government of Kyrgyzstan and Islamic Development Fund The Government of Kyrgyz Republic has received financing in the amount of USD 9,000,000 equivalent from the Islamic Development Bank toward the cost of the Sustainable Village Project in Kyrgyz Republic, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Ministry of Finance of Kyrgyz Republic. The project will include the following components: The scope of work includes: (i) block financing for participating communities; (ii) capacity development; (iii) monitoring and evaluation; and (iv) project management support. i. Block Financing: The definitive scope of activities will only be finalized once the PDPs are finalized. However, an indicative list of activities in the areas of Health, Education, Water and Sanitation, Rural infrastructure, Agriculture, Business Development and Access to Finance, etc. are available. The activities will be aligned with the priorities, needs and gaps that are existent within the communities. Addressing the constraints that eare faced due to population and migration problems and limited development intervention in the area. ii. Capacity Development: With necessary help from experienced consultants. The executing agency will design and conduct a modular master training program to the specialists and facilitators, the Project management and implementation staff. And selected local government representatives. The local government will receive institutional capacity building in the form of training for selected staff in program management, community mobilization, etc. there will also be a program of exposure visits to best practices (internationally) and knowledge transfer from partners. A communication and advocacy activity will also be included in the form of documentation (reports, publications, etc.). and audio- visual productions. iii. Monitoring and Evaluation: Funded through a recently approved TA Grant, the MDG Center is expected to provide services in designing the M&E framework, conducting the Baseline Study and training of the PMU staff and facilitators to conduct the actual monitoring and evaluation during implementation. Under this project, the component covers the midterm review, completion report, as well as any other support required in the design of M&E system, baseline study, and training in M&E. Other deliverables of this component include the necessary upgrade of the Management Information System. An independent M&E consultant will utilize the M&E system to conduct the mid-term and completion evaluation, analyze the process and progress of the project, address sustainability issues and evaluate possible solutions, submit reports and recommendations to the Beneficiary, and disseminate the findings and recommendations through mid-term review and completion workshops. iv. Project Management Support: This component will include the wages of the PMU staff and other operational expenses that will be paid by the Government of Kyrgyzstan, semi-annual audit, workshops (start-up, mid-term, and completion), and familiarization workshop if deemed necessary. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website.
