General Procurement Notice Republic of Indonesia The Development and Quality Improvement of the Semarang State University Project Construction of New Buildings and Supporting Infrastructure IDB Financing IND – 152, 153 & 154 The Republic of Indonesia has received USD 36,020,000 under Istisna’a, Installment Sale and Loan from Islamic Development Bank to finance the Development and Quality Improvement of the Semarang State University Project Construction of New Buildings and Supporting Infrastructure. The objectives of the project is to support the higher education strategy of the Government of Indonesia. It will specifically improve the access, quality and relevance of the Semarang State University through rehabilitating, constructing, equipping the existing and new building, infrastructure and, curriculum and skill development programs. The Project scope includes: (a) Improving the access of the Semarang State University which comprises constructing 13 new buildings with the total building area 34,600 m2, supporting infrastructure, rehabilitation 4 existing buildings and furniture; (b) Improving the quality and relevance of the University through the acquisition of equipment and provision of academic curriculum development and skill development and (c) Project management, which includes consultancy service, project management unit, start-up workshop, financial auditing and corresponding contingency. Procurement of Goods and Works will be accordance with the Guidelines for Procurement of Goods and Works under the Islamic Development Bank Financing (May 2009). Acquisition of the service of the consultants will follow the Guidelines for the use of Consultants under Islamic Development Bank Financing (May 2009). Procurement of Goods: Procurement of Equipment will be done through International Competitive Bidding Limited to IDB member countries. Procurement of Works: Procurement of Construction of New Buildings and Supporting Infrastructure will be done through International Competitive Bidding Limited to IDB member countries. Selection of consultant: Consultancy service for the Financial auditing will be procured through a competitive bidding process using Least cost selection (LC) among the shortlisted national consultant.
