REPUBLIC OF KAZAKHSTAN ALMATY REGION RURAL WATER SUPPLY IMPROVEMENT PROJECT RURAL DEVELOPMENT/WATER SUPPLY GENERAL PROCUREMENT NOTICE Mode of Financing: Service Ijara and Istisna’a Project ID No.KHZ0080/81 The Republic of Kazakhstan has applied for financing in the amount of US$ 75.31 million equivalent from the Islamic Development Bank toward the cost of the Almaty Region Rural Water Supply Improvement project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project development objective is to enhance the well-being of the population through provision of centralized and reliable water supply system, improve access to safe drinking water, decrease the rate of waterborne diseases associated with lack of safe water for approximately 300,000 inhabitants in 31 villages in Karasay and Enbekshikazakh districts of Almaty Region. The project will include the following components: 1. Civil Works. Two packages of construction works are expected to be implemented: i) construction of distribution pipeline and water supply networks in Karasay district; and ii) construction of water treatment plant, distribution pipeline and water supply networks in Enbekshi-Kazakh district. The civil works packages planned to be procured on the basis of International Competitive Bidding limited to the Member Countries of the Bank (ICB/MC). 2. Support in Operation and Maintenance of the Water Supply System implies procurement of O&M equipment and machinerythrough open International Competitive Bidding (ICB/Open). 3. Capacity Development, Awareness Raising and Introduction of Water e-Billing System. This component considers capacity development of Kazvodkhoz and BAK Branch office and development of the water e-Billing system as well improvement of monitoring system. Selection of service provider will be done on the basis of Single Source Selection of United Nations Development Programme (UNDP). 4. Project Implementation Support includes i) consultancy services for design review and construction supervision to be selected from the short-list of consultancy firms from the Member Countries of the Bank; ii) providing the IT equipment and furniture for the Project Management Unit office to be procured on the basis of national shopping; and iii) selection of audit firm for the financial audit of the project to be selected from the short-list of national audit firms. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB/MC and ICB/open) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website(www.isdb.org) and other mass media.
