KENEMA-KOINDU ROAD CORRIDOR PENDEMBU-KAILAHUN ROAD PROJECT PROJECT CODE: SL-0080 The Government of Sierra Leone has received Islamic Dinar (ID) 9,530,000.00 (Approximately equivalent to USD $15,450,000.00 (Fifteen Million Four Hundred and Fifty Thousand United States Dollars) under the Loan Agreement from the Islamic Development Bank (IsDB) to finance the (27 Km) PENDEMBU TO KAILAHUN ROAD PROJECT. The Sierra Leone Poverty Relief Strategy Paper (PRSP) puts priority on reduction of poverty in the rural poor communities. The PRSP recognizes the importance of the accessibility and transport infrastructure for achieving its goals as the roads have tremendous potential and capacity for generating growth and economy-wide benefits. The Kenema – Koindu corridor traverses districts (Kenema and Kailahun), which is the breadbasket of the nation as they are the leading producers of cash crops and minerals for export. The new road would also enhance the development of markets and trade between the rural and urban areas which have been hampered since Sierra Leone Railway was demolished about three decades ago. Objective of the Project The project will contribute to the objective of pro-poor economic growth stated in the PRSP, by facilitating physical access to markets, essential services and development opportunities over continuous road access. The project also aims at enhancing the accessibility of the south eastern agricultural provinces to the other parts of the country as well as developing the trade exchange between Sierra Leone and its neighbouring countries, namely Guinea, Liberia and Mali. More specifically the project is designed to achieve the following objectives: (a) Reconstructing the existing road from an earth road to a modern paved road-all weathered asphaltic concrete Road; (b) Revive and enhance the economic, commercial and social activities of the poor population segment within the project zone of influence through: (i) The construction and paving with asphaltic concrete including some access roads to markets, health centre’s and schools, which are located in vicinity of the road along the project. (c) Creation of direct employment opportunities for youth in the short run through the construction of the road and these facilities during the project period and in the long run through maintenance of the physical facilities and equipment on completion. The Project Scope includes the following Components: • Civil Works • Land Acquisition • Consultancy Services • Support to Project Management Unit (PMU) and • Audit. Procurement of Goods and Works will be in accordance with the Guidelines for Procurement of Good and Works under the Islamic Development Bank Financing (May 2009). Acquisition of the services of the consultants will follow the Guidelines for the use of Consultants under the Islamic Development Bank Financing (May 2009). Procurement of Goods will be done as follows: 1. Civil Works shall be made through international competitive bidding (ICB) limited to IDB member country firms; 2. Supply of (Goods) Equipment for the Project Management Unit (PMU) shall be undertaken through National Shopping; and Consultancy services: 3. Consultancy services for the Supervision of the civil works will be procured though a competitive bidding process using the Quality Cost Based Selection (QCBS) among the short-listed of IsDB member country firms. 4. Financial Audit shall be undertaken through competition amongst the short-listed qualified local consulting firms and in accordance with the banks’ procurement procedures.
