Name of the Project : Primary Education Development Project (IDB) Project Code : BD-0161 Bangladesh has received ID 11,348,000.00 (Islamic Dinars Eleven Million Three Hundred Forty Eight Thousand) only, (Approximately Equivalent to US$ 18,000,000) (US Dollars Eighteen million) under the Loan Agreement from the Islamic Development Bank (IDB) to finance the Primary Education Development Project (IDB). Objective of the Project: Overall object of the project is to improve the quality of schools and classroom environment for conducive learning and improve learning outcomes primarily in rural areas at risk of floods and cyclones. The Specific objectives of the project are: • To provide better physical facilities for primary schools. • To provide sanitation facilities & sage drinking water • To ensure good education environment to the students & teachers for primary schools. • To ensure access of primary education. • To provide teaching aid to students & teachers of primary schools. The project includes the following components: 1. Improve school Environment : This component will provide facilities to improve the quality of the school environment for conducive learning and will include classroom construction and furniture. 2. Quality Improvement in classroom: The objective of this component is to improve quality in classroom teaching and learning through the provision of inputs for teaching and learning (supplementary readers) materials train teachers and school management committees. 3. Support to Project Management : The objective of this component is to ensure an effective and efficient and implementation of the project through the establishment of a PMU (staffed & equipped), ensure compliance with procurement & fiduciary requirements. Procurement of goods and works will be in accordance with the Guidelines for procurement of goods and works under the Islamic Development Bank Financing (May 2009). Acquisition of the services of the consultants will follow the Guidelines for the use of consultants under the Islamic Development Bank Financing (May 2009). Public Procurement Rules of Bangladesh (2008) will also be followed in case of Procurement of goods, works and services were appropriate. Procurement of Goods: Procurement of goods will be done through National Competitive Bidding Procurement of Works: Procurement of works and associated supplies will be done through International Competitive Bidding in IDB Member Countries (ICB/MC). Selection of Consultant: Consultancy services for the Supervising of the civil works and Financial Auditor will be procured though National Competitive Bidding process using QCBS among the short-listed national consultants.
