Sector: Infrastructure GENERAL PROCUREMENT NOTICE The Government of the Kyrgyz Republic has received financing from the Islamic Development Bank toward the cost of the Taraz-Talas-Suusamyr Road Reconstruction Project (Phase III), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components: 1) Civil works – the proposed section of the road will be a 2-lane with 7m wide, 2 shoulders of 2.5m each, and dual carriageway. The total length of the road section is 30 km, on which six bridges will be reconstructed and renovated with the designed pavement of 12m. Procurement of civil works contract will be based on International Competitive Bidding limited to IDB Member Countries (ICB/MC) with prequalification of bidders. 2) Consultancy services for review of detailed engineering design and construction supervision. A consultancy firm will be selected from a short-list of international consultancy firms limited to IDB member countries. 3) Project Financial Audit. A certified local auditing firm will be hired to undertake semi-annual and annual financial audit reports of the project and submit them to IDB. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants Under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding limited to IDB member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available. Prequalification of contractors will be required for the Civil Works contract.
