REQUEST FOR EXPRESSIONS OF INTEREST Islamic Republic of Iran Rayen Junction-Bam 2nd Carriageway CONSULTING SERVICES Istisna’a No.: Invitation for Expression of Interest The Islamic of Republic of Iran has applied( ) for an istisna’a financing from the Islamic Development Bank (IDB) and intends to apply part of the proceeds of this financing to payments under the contract for Consultancy Services within the framework of Construction of Rayen Junction-Bam 2nd Carriageway (a portion of Mahan-Bam-Rostamabad highway situated in Province of Kerman located in the south eastern part of the country). The services to be provided by the Consultant will include but not limited to the following: a) Review of detailed design; b) Preparation of prequalification and tender documents for work packages; c) Assistance in the tendering process, selection of Contractor(s), preparation and amendment of contracts; d) Supervision of works. The consultant shall ensure that the works are implemented according to widely accepted engineering standards, in time and within budget; e) Assist the PMU in the administration, coordination and monitoring of overall project implementation activities, including development of skills of PMU staff in the compliance with international codes and practices (e.g. FIDIC); f) Prepare monthly and quarterly progress reports as well as completion report of the project. The total duration of the consultancy services is estimated for 45 months. The General Directorate of Roads and Urban Development of Kerman Province now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff and so forth). Consultants may associate to enhance their qualifications. One (1) original and (1) copy of the Expression of Interest, along with required information above should be submitted in the English language to the address below in an envelope marked “Expression of Interest - Consulting Services for Design Review and Supervision of Rayen Junction – Bam – 2nd Carriageway Contract. A consultant will be selected from a short-list of consultancy firms limited to IDB member countries and the selection method shall be the Quality and Cost Based Selection (QCBS) as set out in the IDB Guidelines for the Use of Consultants, May 2009 edition.
