REPUBLIC OF LEBANON COUNCIL FOR DEVELOPMENT AND RECONSTRUCTION GREATER BEIRUT WATER SUPPLY AUGMENTATION PROJECT (BISRI DAM) GENERAL PROCUREMENT NOTICE (Loan No. 2LE0087 – Project No. LBN-0135) The Lebanese Republic had applied for a loan from the Islamic Development Bank (IDB) in the amount of one hundred twenty eight million US Dollars (USD 128,000,000) equivalent toward the cost of the Greater Beirut Water Supply Augmentation Project (Bisri Dam), and intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this Project. This Project will have a parallel financing from the World Bank (WB) and the Lebanese Government. The estimated total project cost including WB share, Government contribution and land acquisition compensations is USD 617 million. The Council for Development and Reconstruction (CDR), acting on behalf of the Lebanese Government, is the Project implementing agency. The Bisri Dam and annexed structures are included under the WB financing. The Project components under IDB financing include the following: - Conveyance Pipeline: a 3.7 km transmission steel pipeline of 2000 mm diameter from the dam to the proposed location of the Hydropower Plant, including surge protection system. - Hydropower Plant (HPP) at Joun: to be located at the valley on the Bisri River near the existing Joun Reservoir at approximately 4 km downstream of the dam site. Such level will enable continuous operation with an approximate capacity of 12 MW for the envisaged flow of 6 cum/sec. - Wastewater Network and Treatment System: As part of the environmental and management plan implementation, and to prevent wastewater pollutants discharge into the Bisri reservoir, this component will include the wastewater network and treatment system (to secondary level) covering the towns and villages in the vicinity of the dam and its upstream basin. - Ourdaniye Water Treatment Plant (WTP) Expansion: the WTP at Ourdaniye will be a Phase-II expansion of the on-going Phase-I WTP co-financed by the water Establishment and the World Bank. Both phases will have an equal treatment capacity of 3 cum/sec (250,000 cum/day) each. - Construction Supervision Consultancy Services: One consultant will be procured for the construction supervision services of the Conveyance Pipeline, HPP, Wastewater Network / Treatment System, and WTP expansion works. Procurement of contracts financed by IDB will be conducted through the procedures specified in the Guidelines for the Procurement of goods and works under Islamic Development Bank Financing (valid edition), and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (valid edition). Specific procurement notices for Contracts bidding under the IDB’s International Competitive Bidding (ICB) procedures, among IDB Member Countries (MC) or not, and for consultancy contract will be announced, as they become available, at IDB website and in other mass media. Prequalification of contractors will be required for the following contracts: (i) Construction of the Joun HPP and Conveyance pipeline, (ICB) (ii) Construction of the Ourdaniye WTP Expansion (ICB) and (iii) Construction of the Wastewater Network and Treatment System (ICB/MC). Shortlisting of MC consultants will be required for the Construction Supervision contract.
