1.This Invitation for Bids follows the General Procurement Notice for this Project No.UZB-012 that appeared on the website of the Islamic Development Bank (www.isdb.org), Newspaper “Narodnoye slovo”, Issue No.79 dated April 26, 2006 and Newspaper “Nalogovye Tamogennye Vesti”, Issue No.17 dated April 25, 2006. 2.The Republic of Uzbekistan on behalf of the Department of Investments of Tashkent City Municipality has received financing from the Islamic Development Bank towards the cost of the Project of “Road Construction, Maintenance and Repair Equipment and Upgrading of Asphalt Plant” and intends to apply part of the project funds for payments under several contracts for procurement of the Goods and associated Services within the Project, which this Invitation for Bids is issued for. 3.The Department of Investments of Tashkent City Municipality of Republic of Uzbekistan, hereinafter referred to as the Purchaser, hereby now invites sealed bids from eligible Bidders for Supply of equipment for construction and maintenances of roads in Tashkent – ICB No.IDB/ICB/08/02, comprising the following Lot as follows: Lot 1. General Purpose Construction Machinery - Medium-Weight Autograder Blade (Quantity 2) - Autocrane light (Quantity 2) - Tar Paver (Binder Distributor) (Quantity 1) - Bitumen Distributor (Quantity 1) - Bulldozer (Quantity 2) - Hydraulic Pneumatic-Wheel Excavator with Mounted Hydraulic Breaker (Quantity 2) Delivery of the Goods specified in the aforementioned Lot should include spare parts for a three-year operation period following commencement of the use of the Goods by the Purchaser and a set of special tools, if required, for installation, maintenance and repair of the supplied Goods. Structure of the Lot, detailed technical requirements to the procured Goods and their quantities are provided in Section VI, Article 3 "Technical Specifications" of the Bidding Documents. Bids evaluation and Contract award shall be made on the Lot by the Lot basis. 4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures according to the “Guidelines for Procurement of Goods and Services Financed by the Islamic Development Bank” and is open to all Bidders from Eligible Countries as defined in the Guidelines. 5.The interested eligible Bidders may obtain further information and inspect the Bidding Documents at the address given below from 2.00 p.m. to 5.00 p.m. (Tashkent time) from Monday to Friday: Department of Investments of Tashkent City Municipality of the Republic of Uzbekistan,100000, Tashkent, Movaraunnahr 3, IDB Project Management Unit Office, Tel:(+998 71) 139-04-29, Fax: (+998 71) 120-70-09 e-mail: rcmep.piu@gmail.com 6.The Qualification Requirements include: (a) financial capabilities, (b) experience and technical capabilities, (c) compliance of supplied Goods with the applicable international standards. The Qualification Requirements are presented in Section III: “Evaluation and Qualification Criteria” of the Bidding Documents. The Bids that do not contain such information may be rejected. 7.A complete set of the Bidding Documents in English may be purchased by interested Bidders upon submission of a written Application to the address below and upon payment of a non-refundable fee of USD 150 or its equivalent in Uzbek Sums at the exchange rate set by the Central Bank of the Republic of Uzbekistan on the day of payment. Cashiers and certified checks are not accepted. The Bidding Documents may be collected by the Bidders’ authorized representatives from 2.00 p.m. to 5.00 p.m. (Tashkent time) at the address: Department of Investments of Tashkent City Municipality of the Republic of Uzbekistan, 100000, Tashkent, Movaraunnahr 3, IDB Project Management Unit Office, PMU Director Fazylov R. Tel :(+998 71) 139-04-29, Fax: (+998 71) 120-70-09 e-mail: rcmep.piu@gmail.com upon presentation of the Bidder’s a power of attorney and documents confirming payment of the non-refundable fee to one of the above accounts. The Bidding Documents may also be sent to the Bidder by a courier service following the Client’s receipt of the Bidder’s written request quoting Bidding No.IDB/ICB/08/01, providing the full company’s address and the document confirming payment of the non-refundable fee to one of the above accounts. The Bidding Documents will be available from the date of the present ICB publishing in a local newspaper and on the web-site of the Islamic Development Bank. 8.The Bids must be delivered to the address stated below no later than 2.00 p.m. (Tashkent time) on 03 September 2008. Electronic bidding is not allowed. All Bids must be accompanied by a Bid Security at the amount of no less than two (2%) percent of the Bid Price in the currency of the Bid or its equivalent in a freely convertible currency.
