REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTANT SERVICES – SELECTION OF INDIVIDUAL CONSULTANT)

 

Technical Assistance Grant to support Cotton, Textiles and Garment Sector Revitalization in Nigeria.

 

SECTOR:                                   Cotton, Textiles and Garment Sector.

CONSULTING SERVICE:           International Technical Consultant for the Project.

MODE OF FINANCING:             Lump sum Disbursement

 

1. INTRODUCTION:

The Federal Ministry of Industry, Trade and Investment has received financing from the Islamic Development Bank towards the cost of supporting the Cotton, Textiles and Garment Revitalization in Nigeria and intends to apply part of the proceeds for the procurement of a Consultant with requisite expertise and experience in the area of Cotton, Textile and Garment.

1.     OBJECTIVES:

The main objectives of the assignment are to critically assess the Cotton, Textile & Garment across the value chain and to provide a strategic roadmap for the revitalization of the sector to enhance its competitiveness as a major income generation, employment creation and forex exchange earner for Nigeria.

 

1.   IMPLEMENTATION PERIOD: The project is located in Abuja- Nigeria and it is for period of six (6) months (August 2020 to January 2021).

 

1.   EXPERIENCE:

• minimum of 15 years of relevant experience in the Cotton, Textile and Garment sector;
• Experience of working in Nigeria particularly the Federal Ministries of Finance, Budget and National Planning; Industry, Trade and Investment and the Islamic Development Bank;
• Experience of working with international organizations, bilateral donors and international financial institutions.

1.   QUALIFICATION: Minimum of a BSc., MBA or its equivalent in International Development Studies, Engineering, Textile Science, Industrial Design, Economics, Public Policy or other relevant qualification.

 

1.   EXPECTED START DATE: 3rd AUGUST, 2020.

 

1. SUBMISSION OF EOI DOCUMENTS

Interested Consultant are to submit two (2) bound copies of (EoI) documents each separated in a sealed envelope and clearly marked “ORIGINAL” and “PHOTOCOPY” thereafter, put the two sealed envelopes in a bigger sealed envelope addressed and submit during office hour to:

Room 318, Block C, Federal Ministry of Industry, Trade and Investment, Old Secretariat, Garki Area 1, Abuja not later 1:00pm, on Monday 3rd August, 2020.

 

8.0     OPENING OF EOI DOCUMENTS

The EoI documents will be opened immediately after the deadline for submission at 1:00p.m. on Monday 3rd August, 2020 in Room 318, Block C, Federal Ministry of Industry, Trade and Investment, Old Secretariat, Garki Area 1, Abuja in the presence of bidders or their representatives.

9.0     GENERAL INFORMATION

• EOI must be in English Language and signed;
• EOI submitted after the deadline for submission would be returned un-opened;
• The EOI’s opening shall be conducted in line with COVID-19 guidelines;
• Bidders can submit through post (courier Services)
• Only the pre-qualified bidders will be contacted at a later date for collection of Requests for Proposal (RfP);
• The Federal Ministry of Industry, Trade & Investment is not bound to prequalify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the public procurement act 2007.
