Project Management Unit for Qukës-Qafë Pllocë, Section of the Tirana-Korca Road Corridor No: IDB – ALB-0107 and SFD – (_______) The Government of Albania has received the financing in the amount of US$125 million, equivalent from the Islamic Development Bank and US$25 million, equivalent from the Saudi Fund for Development toward the cost of the Construction of Qukes-Qafe Plloca, Section of the Tirana-Korca Road Corridor and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components: 1. Civil Works. The Civil Works Contracts are split into following two packages according to source of financing: 1.1 Package 1: Construction of Qukës-Qafë Pllocë, Section of the Tirana-Korca Road Corridor from 2.9 Km to 33.8 Km fully financed by IDB (total length 30.9) 1.2 Package 2: Construction of Qukës-Qafë Pllocë, Section of the Tirana-Korca Road Corridor from 33.8 km to 43.4km fully financed by SFD. (total length 9.6 km) 2. Consultancy Services: 2.1 For Detailed Design Review and Construction Supervision of Package 1, will be financed by IDB, and 2.2 For Detailed Design Review and Construction Supervision of Package 2, will be financed by SFD. 3. Financial Audit. 4. Project Management Unit The Qukes to Qafe Plloca road Segment, part of the Tirana-Elbasan-Plloca Road Corridor, is 43.4km long. The first 2.9 km long road section is being constructed through the funds provided by the Government of Albania. Generally, the road alignment passes through the mountainous area, therefore a large number of retaining walls, more than 20 viaducts and bridges and a 375m long road tunnel is to be constructed. An international construction supervision consultant will review the detailed engineering design and will also supervise the construction activities in the field. Civil works contracts under Package-1, financed by the IDB will be procured in two lots under International Competitive Bidding limited to IDB member country (ICB/MC) procedures with prequalification of bidders as defined in the Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition). Firms will be allowed to prequalify for both lots and sign single or multiple contracts. Multiple contracts will be awarded to a bidder offering the lowest evaluated cost for combined lots provided that he meets the required qualification criteria for combination of lots. Consultancy firm for design review and supervision of Package-1 will be selected from a short-list of international firms limited to IDB member countries on the basis of QCBS method as defined in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Procurement of civil works contract under Package-2 and selection of design review and supervision consultant for Package-2, financed by SFD, will be conducted in accordance with procurement rules and procedures of SFD. The procurement of the following contracts have been planned under the Project: 1) Civil Works Package 1: as per IDB Guidelines a) Lot-1: Procurement of Civil Works contract for construction of Qukës-Qafë Pllocë, Section of the Tirana-Korca Road Corridor from 2.9 Km to to 18.0km (total length 15.1 km) b) Lot-2: Procurement of Civil Works contract for construction of Qukës-Qafë Pllocë, Section of the Tirana-Korca Road Corridor from 18.0km to 33.8km (total length 15.8 km) 2) Civil Works Package 2: Construction of Qukës-Qafë Pllocë, Section of the Tirana-Korca Road Corridor from 33.8km to 43.4km, (total length 9.6 km) as per SFD Guidelines. 3) A design review and project supervision consultant for Package 1 as per IDB Guidelines. 4) A design review and project supervision consultant for Packages 2 as per SFD Guidelines. 5) The project financial auditor shall be selected from a short-list of local audit firms through Least Cost Selection procedures as defined in IDB Guidelines for the Use of Consultants.
