DIRECÇÃO DE ELECTRIFICAÇÃO E PROJECTOS GENERAL PROCUREMENT NOTICE Mozambique Chimuara-Nacala Power Transmission Project Energy GENERAL PROCUREMENT NOTICE Lease Agreement Financing No. MOZ0049 The Government of Moçambique has received financing in the amount of USD 200 million from the Islamic Development Bank (IDB) towards the cost of the Chimuara-Nacala Power Transmission Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The components to be financed by IDB under this project will include the following: A. Goods and Works i. 400kV transmission line component: Construction of about 340 km 400kV single circuit transmission line from Chimuara to Alto Molocué ii. 220/400kV substation component: Construction of a new 400kV substation each at Chimuara and Alto Molocué equipped with reactive power equipment, 400/220kV - 250MVA transformer, one single circuit bus bar and breakers; and Extension of the existing 220kV Chimuara and Alto Molocué substations by adding a line bay and upgrading the control and communication system in each. B. Consulting Services Consultant will be involved in all matters pertaining to project execution including site survey, resettlement action plan activities (RAP), design, bid document preparation, assistance during bidding, bid evaluation, assistance in contract negotiations, certification for contractor payment, supervision during construction, assistance during defects liability period and preparation of reports required by Bank and EDM. The goods, works and services will be procured under ICB. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009 edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009 edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website and Jornal Noticias, EDM´s Website among others. The request for expressions of interest for consultants will be issued on 30th May 2016.
