GENERAL PROCUREMENT NOTICE Country: Kyrgyz Republic Project Name: Rural Water Supply and Improvement Project in Kyrgyz Republic Sector: Drinking Water Supply and Sanitation Mode of Financing: (ISFD Loan) & (IDB Loan) Financing No. KGZ-1013 The Government of Kyrgyz Republic is intend to receive financing in the amount of USD 20,000,000 equivalent from the Islamic Development Bank toward the cost of the Rural Water Supply and Improvement Project in Kyrgyz Republic, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the World Bank and the Ministry of Finance of Kyrgyz Republic. The IDB financing will be targeted in Jalal-Abad region, and the World Bank financing covers selected villages in Chui, Osh and Issyk-Kul regions of Kyrgyz Republic. The project will include the following components: (1) Civil Works: Construction of New and Rehabilitation of Existing Rural Water Supply and Sanitation Systems; (2) Supply of O&M Machinery, Laboratory and IT Equipment for Quality Assurance and Billing System; (3) Capacity Building on Sanitation & Institutional Development; (4) Consultancy Services: Detailed Design, BoQ and Author’s Supervision; (5) Project Management. 1. Component 1: Civil Works: Rehabilitation and Construction of Rural Water Supply and Sanitation: (i) Rehabilitation of 11 water supply system including electrical/mechanical installations for water supply production (boreholes, well-fields, intakes, etc., as well as disinfection, and pumping as required), and transmission and distribution (networks, storage, meters, etc.) up to households in the project areas. (Multiple NCB contracts); (ii) Construction and rehabilitation of 20 sanitation facilities in social places in the schools or other similar public buildings such as pre-school, health centres). (Multiple Shopping contracts). 2. Component 2: Supply of O&M Machinery, Laboratory and IT Equipment for Surveillance & Billing System and Component 3: Capacity Building on Sanitation & Institutional Development:: (i) Supply of key operation and maintenance equipment to 31 system operators/ CDWUUs; (Multiple Shopping contracts). (ii) Purchase of O&M machinery for Ayil Okmotu/CDWUUs (One ICB contract) (iii) Supply of Laboratory and IT equipment for the Sanitary Epidemiology Surveillance services/centres under Ministry of Health in each of the 5 districts; (Multiple Shopping contracts) (iv) Supply of IT equipment for establishing billing system and improvement of water service delivery. (Multiple Shopping contracts) 3. Component 4: Consultancy Services: Detailed Design and Supervision: (i) preparation of detailed engineering design for water supply schemes as well as sanitation facilities (selection method QCBS (LC)); (ii) Contract management (selection of international expert (IC)); (iii) baseline survey and project impact assessment (CQS LC). 4. Component 5: Project Management: (i) ARIS/PMU staffing, administrative pool, equipment costs, travel and operating expenses, the M&E program; (ii) external financial audits and (iii) start-up workshop and familiarization visit to IDB office. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Islamic Development Bank’s Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Islamic Development Bank’s Guidelines for the Use of Consultants Under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or (ICB/MC), NCB, QCBS, CQS procedures and for contracts for consultancy services will be announced, as they become available.
