Specific Procurement Notice (EOI) for Procurement of a Contractor for the Execution of Works under the Project

The Government of Mozambique (“the Borrower”) has received financing from the Islamic Development Bank (BID), towards the implementation of the “Rural Electrification Project in Niassa Province (Low Cost Rural Electrification Plan)”. The above financing will be used to fulfil eligible payments under the bid for which this SPN is issued. 2. The proposed scope of the project involves the construction of 260 km of 33KV Medium Voltage lines, and 85 km of Low Voltage lines that would supply low cost and affordable rural hydroelectricity to 3 districts – Nipepe, Marrupa, and Lago with the following (i) localities (Metangula – Cobue; Marrupa – Nungo; Maua – Nipepe), (ii) 32 villages and communities with about 11,000 households including schools, clinics, administration buildings etc. 3. The implementation of the project shall be implemented, simultaneously Package I in 14 months and Package II in 16 months. 2. The bidder shall clearly state whether he will be submitting offer for Package I only, ref: ENC.223/DEP-LCREP or Package II only, ref: ENC.224/DEP-LCREP, or for two Packages together. The last date for the bidder to deliver his statement will be the date of the compulsory visit which will be announced shortly after the launching of this tender document. 6. The Executing Agency of the project is the National Utility, Electricidade de Moçambique (EDM-EP) (the employer) in collaboration with the Borrower. Bidders who intend to submit bid to this project should demonstrate that they meet the cumulative requirements for experience, past performance, and capacity for Design, Procurement and Construction Services towards the implementation of the above mentioned project. 7. The Bidding process shall be conducted according to the procedures specified in the Islamic Development Bank’s Procurement Guidelines for Goods & Works (May, 2009). The procurement method shall be International Competitive Bidding limited to IDB member countries (ICB/MC) 8. Interested eligible applicants may obtain further information from, and inspect the bidding document at the Electricidade de Mocambique E.P. (address below) from 07:30 h to 15:00 h on weekdays. 9. A compulsory site visit and pre-conference meeting will be carried out on 5th Novemebr 2012. 10. A complete set of bidding documents in English may be purchased by interested applicants upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 300 or equivalent in freely convertible currency. The documents may also be purchased and delivered via DHL courier services to overseas applicants at the applicants cost. 11.
