Mode of Procurement: Consultancy service for the Detailed Design & Supervision of Construction Works will be procured by competitive bidding process using QCBS among the short-listed IDB member countries consultants. The Government of the Republic of Azerbaijan has applied for a loan from the Islamic Development Bank (ISDB) toward the cost of “Flood Protection, Modernization and Expansion of the Irrigated Areas” Project in Nakhchivan Autonomous Republic, and intends to apply part of the proceeds for consultant services. The services include: - Preparation of the detailed design, specifications, and bidding documents, prequalification of the contractors, participate in the tender procedures and prepare the Evaluation Report (Contractors); - Supervision of the project implementation, ensuring that all the works are implemented according to generally accepted technical standards on timely manner and within the budget; - Assist the PMU in the administration, coordination and monitoring of all construction activities; - Provide assistance in issuing of certificates for the works performed by contractors. - Support in preparation of payment orders for the performed works and in advance. - Prepare the Project Completion Report and Work Completion Report after the Defects liability period. The project works include: Flood Protection Works Along Araz River: It consists of the construction of 30 km of embankment along the left side of Araz River Modernization of Vaykhir Left Bank Irrigation and drainage system: construction of an irrigation and drainage pipelines system in the area fed by the existing Vaykhir left bank canal which consists of 253 km of PVC pipelines with diameters varying between 200 mm and 500 mm including valves and related accessories. Irrigation Improvement in Sadarak: construction of a pumping station with a capacity of 3000 m3/h and a pressured pipeline of 6 km, diameter 800 mm, to transfer water from the existing Shir Canal fed from Araz River to the existing Sadarak canal and construction of 38 km of secondary irrigation canals and 91 km of tertiary irrigation canals. Irrigation Improvement in Kangarli: construction of an irrigation system to transfer water from Uzunoba reservoir to irrigate new area of 3000 hectares in Kangarli. The irrigation system includes 2 gravity steel pipelines of a total length of 32 km diameter 720 mm, a pumping station of a capacity of 2000 m3/h and a pressured steel pipeline of 9 km, diameter 720 mm. It includes also the construction of 18 km of secondary irrigation canals and 120 km of tertiary irrigation canals. The State Amelioration and Water Management Agency of the Nakhchivan AR (SAWMA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information and documents indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the field of Detailed Design and Supervision of works of Flood Protection and Irrigation Systems will be a minimum requirement for the assignment. Consultants may associate to enhance their qualifications in which case they need to submit documentary evidence which clearly indicates the type of association (a Joint-Venture or sub consultancies) and, in the case of a joint-venture association, that the JV partners are jointly and severally liable for the assignments. The Client, within the interested national or international consultant firms in accordance with their qualifications and experience will form one shortlist group.
