SPECIFIC PROCUREMENT NOTICE Invitation for Prequalification The People’s Republic of Bangladesh Padma Multipurpose Bridge Project - Contract No.PMB/AR/01 Janjira Approach Road and Selected Bridge End Facilities This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business on-line and DG Market on 09 December 2009. The Government of the People’s Republic of Bangladesh has applied for financing from the Islamic Development Bank toward the cost of the Padma Multipurpose Bridge Project, and it intends to apply part of the proceeds of this financing to payments under the contract for the approach roads, bridges and bridge end facilities on the south bank of the Padma River. The Bangladesh Bridge Authority intends to prequalify contractors for Contract No.PMB/AR/01 - Janjira Approach Road and Selected Bridge End Facilities. The Padma Multipurpose Bridge Project comprises a new fixed crossing of the Padma River in Bangladesh. It will consist of a new bridge approximately 6.15km long across the Padma River; approach viaducts; major river training works; approximately 13.6km of approach roads; and bridge end facilities, including toll plazas, service areas and offices. The main bridge is to carry a 4-lane highway, single-track rail and other facilities including gas, power transmission lines and telecommunication services. This project will be jointly financed by the Asian Development Bank (ADB), World Bank, Japan International Cooperation Agency (JICA) and Islamic Development Bank (IDB). The Project will be divided into three or more separate construction contracts, subject to funding constraints and the wishes of the Government of Bangladesh, and will together comprise: • the main bridge – river spans structure; • the main bridge - Mawa & Janjira viaducts (road & rail “stubs”); • the approach road bridge structures; • the approach road embankments; • the approach roadworks to existing grade on the Northern approach; • the approach roadworks to connect into the existing N8 Highway on the Southern approach; • bridge end facilities on the north (Mawa) side including the toll plaza and toll collection facilities for southbound traffic and service area facilities for future operation and maintenance staff; • bridge end facilities on the south (Janjira) side including the toll plaza and toll collection facilities for northbound traffic and service area facilities for future operation and maintenance staff; and • river training works upstream and through the bridge site. This prequalification is for the construction contract for the southern approach roads to connect the main bridge into the existing N8 Highway including the approach road bridge structures; the approach road embankments; the approach roadworks; the toll plaza, toll office building and toll collection facilities for northbound traffic; a Police Post, an Emergency Response Building and various buildings and civil works for Service Area No.3. It is expected that invitations to bid will be made in October 2010. Prequalification will be conducted through prequalification procedures specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing – May 2009 and is open to bidders from all countries other than Israel. Interested eligible applicants may obtain further information from and inspect the prequalification document at the Bangladesh Bridge Authority (address below) from 10-00 to 16-00, Sunday to Thursday. A complete set of the prequalification document in English may be purchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of BDT 10,000 or USD 150. The method of payment will be cash or cashier’s cheque. The prequalification documents may be obtained at the address below or will upon request be sent by courier for an additional fee of US$ 50. No liability will be accepted for loss or late delivery.
