Project Name: JOINT ISDB/ISFD/GPE SMART-ED PROJECT FOR IMPROVING THE QUALITY AND EFFICIENCY OF EDUCATION SERVICES IN THE REPUBLIC OF UZBEKISTAN

- The Republic of Uzbekistan has received financing in the amount of US$ 220.25 million equivalent from the Islamic Development Bank toward the cost of the Joint IsDB/IsFD/GPE SmartEd Project for Improving the Quality and Efficiency of Education Services in the Republic of Uzbekistan, and intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Islamic Development Bank, Islamic Solidarity Fund for Development (ISFD) and the Global Partnership for Education (GPE). The project has commenced on 7th March 2025 with expected completion date of 7th March 2030.
- The project will include the following components:
Component A. Improving Access to an Inclusive Student Friendly Learning Environment: This component will improve access to an inclusive student-friendly education environment for about 72,930 students. The scope of this component includes:
- Construction of 58 education facilities with designs that support inclusive education
- School Furniture and Equipment of 58 education facilities.
Component B. Improving Quality and Efficiency of General Secondary Education Services. This component will focus on improving teachers’ capacity, curriculum modernization, and system strengthening. The scope of the component includes consultancy services for:
- Curriculum and Teaching and Learning Materials (TLM) Reform.
- Teacher Education (teacher preparation and professional development)
- Assessment and School Improvement Systems
- Inclusive Education
Component C. Improving Quality of Preschool Education and Care. This component will aim at improving access to and quality of the early learning and development services. The scope of component includes consulting services for:
- Pre-school Curriculum and TLM Reforms.
- Pre-school Teacher Education.
- Assessment and Improvement Systems.
- Inclusive Education.
Component D. Project Management Support. This component will provide support to project management through:
- Consulting services for detailed design preparation.
- Consulting services project management/supervision.
- Individual consulting services for project management unit.
Component E. Financial Audit Services. This component will finance consulting services for the financial audit of the project through an independent external auditor.
Component F. Contingency Emergency Response Component. A standalone, zero-value component embedded to allow the use of the present project resources to cover emergency response activities in case of disaster, pandemic, or major flood, etc.
- Procurement methods for the above components will be as follows:
Civil Works:
Component A (i) – School construction and renovation works: National Competitive Bidding
Goods:
Component A (ii) – Procurement of school furniture and equipment: Open International competitive Bidding (OICB)
Consulting services:
Components B & C – Consulting services for improving of the quality and efficiency of education services: Single Source Selection (SSS), direct contract award to UNICEF and UNESCO.
Component D (i) – Detailed engineering design: Consultant’s Qualification Selection (CQS) among domestic short-listed consultancy firms.
Component D(ii) – Project management/supervision: Quality and Cost-Based Selection (QCBS) using a technical: financial evaluation ratio of 80:20 among firms from IsDB Member Countries.
Component D(iii) – Project management unit (PMU) staff: Individual Consultant Selection (ICS), Local.
Component E(i) – Financial Audit: Least Cost Selection (LCS) among shortlisting of domestic shortlisted consultancy firms.
- Procurement of contracts financed by the IsDB, IsFD and GPE (managed by IsDB as a Grant Agent) will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, amended as of February 2023), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019 edition, amended as of February 2023).
- Specific procurement notices for contracts to be bid under the Islamic Development Bank’s procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website or DgMarket websites, and on the website of the Executing Agency www.uzedu.uz, as well as in local newspapers/web platforms (“Narodnoe slovo”, ww.tenderweek.uz.).
