Contract Title: Design, Construction and Operation of the Expansion and

Upgrade of Al-Ghadir Wastewater Treatment Plant Project-Phase I

ICB Reference No. (as per Procurement Plan): LBN1017/01

 

1. The Government of Lebanon has received financing from the Islamic Development Bank (IsDB) toward the cost of the Improvement of Wastewater Management and Sanitary Services in Al Ghadir Drainage Basin Project, and intends to apply part of the proceeds toward payments under the contract for Design, Construction and Operation of the Expansion and Upgrade of Al-Ghadir Wastewater Treatment Plant Project-Phase I.

 

2. The Council for Development and Reconstruction (CDR) now invites eligible Applicants to apply this Prequalification request/assignment for Design, Build and Operation (DBO) contract for the following activities;

• Deep Dynamic Compaction for 20,400 m2 area (Phase I area under the scope of the project)
• Detailed Engineering Design based on the preliminary design to be prepared by the Consultant
• Purchasing, installation and commissioning of equipment along with needed civil works for the expansion and upgrading of the Waste Water Treatment Plant (WWTP)

 

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing  published in April 2019 (revised in February 2023), and is open to all eligible Applicants as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

 

4. Interested eligible Applicants may obtain further information from CDR (Tenders Department, Mrs. Ghinwa Haddad, Email: Ghinwah@cdr.gov.lb) and inspect the Prequalification document during office hours (08:00 to 15:00 hours – Weekdays M-F) at the address given below, starting Friday May 9th, 2025.

 

5. A complete set of Prequalification Document in English may be purchased by interested eligible Applicants from the Employer's office upon payment of a non-refundable fee of US$300, either in cash or via bank transfer to the CDR Fresh US Dollars bank account (account details will be provided upon request).

 

6. The Prequalification Document must be delivered to the address below on or before Tuesday June 24th, 2025 at 12:00 noon Beirut local time. Electronic bidding will not be permitted. The late proposal submission will be rejected. Proposals will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below on Tuesday June 24th, 2025 at 12:00 noon Beirut local time.
