Government of Bangladesh GENERAL PROCUREMENT NOTICE (GPN) Name of the Country : Bangladesh Name of the Project : Enhancing the Madrassa Learning Environment Project Project Code : 2BD-0168 The Government of Bangladesh (GOB) through Ministry of Finance and Economic Relation Division (MOF & ERD) has received a loan from the Islamic Development Bank (IDB) in the amount of ID 6.8 million (Islamic Dinars Six Million Eight Hundred Thousand) only, which is approximately equivalent to US$ 10,470,000 (US$ Ten Million, Four Hundred Seventy Thousand ) towards the implementation of the construction of madrassa infrastructure along with modernization of learning facilities and training under the project “Enhancing the Madrassa Learning Environment Project in Bangladesh”. Objective of the Project: Overall object of the project is to enhance the learning environment for Madrassas in flood and low land areas for improved learning outcomes. More specifically the project is designed to achieve the following objectives: • To construct 285 flood resistant classrooms in 95 Madrassas in low land rural communities. • To provide adequate furniture and safe drinking water. • To support the use of ICT for interactive teaching and learning and conduct computer literacy and pedagogic training for teachers The Project includes the following components broadly: 1. Improvement in madrassa Environment: This component will provide basic infrastructure and logistic facilities to improve the quality of the madrassa education for conducive learning through the construction of academic buildings, supply of furniture and provision of water. 2. Quality Improvement in classroom: The objective of this component is to improve the quality of teaching and learning in classroom through the enhancing the professional and administrative efficiency of the teacher’s by providing training on ICT literacy, Arabic & English languages and administrative training to facilitate quality education in secondary level madrassa with the assistance of modern ICT education tools like Computer, multimedia and internet . 3. Support to Project Management : The objective of this component is to ensure an effective and efficient management to implement the project smartly through the establishment of a Project Monitoring Unit (MPU) by staffing, setting machinery & equipment, providing transport & vehicles and supply of office` furniture to ensure compliance with public procurement & fiduciary requirements. Procurement of goods and works under the project will be conducted through the procedure specified in PPR-2008 and in the light of Islamic Development Bank’s procurement Guidelines as per the Islamic Development Bank Financing (May 2009). Procurement of Goods: Procurement of goods will be done through National Competitive Biddng (NCB) for the furniture & equipment for the madrassas and office vehicle for the PMU. Procurement of Works: Procurement of civil works for the madrassas will be through National Competitive Bidding (NCB).
