Announcement for Expression of Interests of Consultancy Services: Project Profile: The Republic of Azerbaijan has received a Technical Assistance Grant from the Islamic Development Bank (IDB) for "Strengthening the Capacity Building in the areas of Automatization of Management of Projects Financed by Loan Borrowed with Sovereign Guarantee as well as Technical Assistance and Grants to the Government of the Republic of Azerbaijan" and intends to apply a part of this Grant to the consultancy services. By this announcement for displaying their interests the consulting firms are invited to do under mentioned services. The Aim of the Project: The objective of the project is to strengthen the debt management capacity of the Cabinet of Ministers of Azerbaijan through establishing the Central Monitoring System within its External Borrowings Department. The project is expected to improve the coordination efforts between the Cabinet of Ministers and key Ministries/Agencies (Ministry of Finance, Ministry of Economic. Development, Ministry of Justice, Ministry of Taxes and the National Bank) that are involved in the process of selecting the priority projects, attracting external financing, monitoring their implementation and ensuring their repayment. The Executing Agency (the Cabinet of Ministers of Azerbaijan) is conducting tender for selection of international consultancy services which in cooperation with corresponding technical consultants will assist to the Executing Agency in project realization. Consultancy services: The consultancy firm shall undertake the following assignments: • Review the existing structure of projects and debt management in Azerbaijan and propose the ways for its improvement based on international best practices; • Study the IT and software requirements needed to establish the Central Monitoring System; • Prepare IT Manual for users of Central Monitoring System; • Conduct in-house trainings for user of Central Monitoring System; • Undertake procurement in line with IDB procurement procedures. Selected consultant will coordinate their work with the Cabinet of Ministers and submit progress reports both in Azerbaijani and in English on a monthly basis. Consulting firms should have not less than 2 years of experience in work with International Financial Institutions and in area of e-government, as well as a good commend of Azerbaijani or Russian, The interested pretenders should provide the Cabinet of Ministers of Azerbaijan with complete information on experiences and relevant projects related to e-government, implemented by pretender. The consultancy services for the project will be selected in accordance with a standard tender procedures of the Islamic Development Bank (IDB) on the basis of international tender among "short listed" consulting firms with a good reputation from IDB member states.
