The Ministry of Finance – State of Palestine has received financing in the amount of USD 41,650,000.00 equivalent from the Islamic Development Bank toward the cost of the Khaled Al-Hassan Cancer Hospital Project - Phase One, and intends to apply part of the proceeds for consulting services.

 

The service includes Supervision of construction and equipment installation works.

The assignment will begin with a comprehensive review and validation of the completed design documents, ensuring that they comply with international standards for cancer care facilities, local regulatory requirements, and best practices in hospital planning. The consultant will assess functionality, safety, sustainability, and constructability, providing clear recommendations to address any identified gaps or deficiencies. The consultant will also provide technical guidance necessary for pre-construction activities, including specifications, sequencing, and procurement preparation.

During the construction and implementation phase, which consists of Package 1 (civil works and finishing) financed by IsDB and Package 2 (medical and non-medical equipment) financed by Al-Aqsa Fund, the consultant will assume a supervisory role. This will include monitoring quality and progress, reviewing contractor submittals, ensuring compliance with validated designs and contractual requirements, and advising on necessary modifications. The consultant will oversee testing, commissioning, and handover of the facility and equipment, ensuring that the completed project is fully operational, safe, and aligned with the objectives of delivering a state-of-the-art national cancer and transplant center.

The Consultancy Firm will also provide regular progress reporting, contribute to risk management and quality assurance, and transfer knowledge to the Employer’s team to strengthen institutional capacity for future health infrastructure projects.

The project site is located within the Surda Municipality, approximately 5 kilometers northeast of Ramallah. The site lies in Area “A,” which falls under the full civil and security jurisdiction of the Government of Palestine (GoP). The total implementation period for the project is planned to be 4 years.

 

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

 

The following selection criteria will be applied in the shortlisting stage. In the case of applicant submitted by a consortium, these selection criteria will be applied to the consortium as a whole. if not specified otherwise. The selection criteria will not be applied to natural persons and single-member companies when they are sub-contractors.

 

  1. Economic and financial capacity of the applicant:

 

  • In case of tenderer being a public body, equivalent information should be provided. The reference period which will be taken into account will be the last three years for which accounts have been closed.
  • Average annual financial turnover during last three years, related to the design and supervision services not less than USD 500,000.

 

  1. Professional capacity of the applicant:

 

  • The reference period which will be taken into account will be the last three years from submission deadline.
  • Registration in the Palestinian Engineering Association as a Consultant office.
  • Minimum of 15 permanently employed staff.
  • Minimum of 2 architects with more than 10 years of experience in the building design and supervision services, employed permanently for more than 2 years in the company.
  • Minimum of 2 civil engineer with more than 10 years of experience in the building design and supervision services, employed permanently for more than 2 years in the company.
  • Minimum of 1 electrical engineer with more than 10 years of experience in the building design and supervision services, employed permanently for more than 2 years in the company.
  • Minimum of 1 mechanical engineer with more than 10 years of experience in the building design and supervision services, employed permanently for more than 2 years in the company.

 

  1. Technical capacity of candidate 

 

  • The reference period which will be taken into account will be the last five years from submission deadline.
  • At least 20,000 m² of completed supervision contracts for public buildings (public institutions, schools, hospitals, offices, etc.) during the period of the last five years, and at least one hospital construction supervision project. Only buildings with 3,000 m² or more will be calculated in the total required.

 

Key Experts will not be evaluated at the shortlisting stage.

 

 

The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing April 2019 (Revised February 2023) (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest, which can be downloaded Guidelines for the Procurement of Consultancy Services under IsDB Project Financing_1.pdf.

The consulting firms should conform with IsDB eligibility rules (Part 1 Chapter 1 Section 1.11)

 

Consulting Firms may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the Quality- and Cost-Based Selection among member countries (QCBS/MC) method set out in the Procurement Guidelines.
