REQUEST FOR PRE-QUALIFICATION FOR WORKS

Contract title:  Rehabilitation of the Douala - Bafoussam road in three lots.

• Lot 1: Bekoko - Penja (70 km);
• Lot 2: Penja – Nkam bridge (77.7 km);
• Lot 3: Nkam bridge – Bandjoun (71.2 km).

 

1. The Government of the Republic of Cameroon has requested funding from the Islamic Development Bank to cover the financing of the Douala - Bafoussam road rehabilitation Project and intends to allocate part of the proceeds of this financing for payments relating to the rehabilitation works on the Douala – Bafoussam road, in three lots:

• Lot 1: Bekoko - Penja (70 km);
• Lot 2: Penja – Nkam bridge (77.7 km);
• Lot 3: Nkam bridge – Bandjoun (71.2 km).

2. The Minister of Public Works intends to pre-qualify contractors and/or companies for the execution of the following works:

• earthworks for complete protection of the platform from flooding and construction of longitudinal and transversal drainage structures;
• the construction of a 7.50 m wide paved road (a subgrade layer consisting of recycled materials from the existing roadway with laterite with a thickness of 30 cm (including the adjustment of the platform), a sub-base layer of crushed stones (0/31.5) with a thickness of 20 cm, a base layer of bituminous gravel with a thickness of 13 cm and a coating of bituminous concrete with a thickness of 5 cm), with 1.5-m-wide double-surface dressing shoulders in rural areas and 2 m wide in urban areas;
• the construction of drainage structures;
• the rehabilitation of existing bridges ;
• the installation of safety, environmental protection equipment and road signs;
• as the environmental and social impact of the works is high, specific Environmental, Social, Health and Safety (ESHS) qualification criteria are taken into account.

3. Call for tenders shall be launched on _MARCH 2026__.
4. Pre-qualification shall be carried out in accordance with pre-qualification procedures specified in the Guidelines for Procurement of Goods, Works and Related Services under IsDB Project Financing, April 2019 edition, revised February 2023, (the “Guidelines”) and is open to all Applicants from eligible countries, as defined in the Guidelines. Moreover, please refer to the provision 1.9 of the Guidelines pertaining to conflict of interest.
5. The works duration shall be 48 months for lot 1, 48 months for lot 2 and 42 months for lot 3.
6. Interested eligible applicants may obtain further information and consult the pre-qualification document at the Jointly-Financed Road Projects Unit (JF-RP Unit) in the Ministry of Public Works, located in the premises of the Centre Regional Delegation of Public Works, (at the address hereafter), between 09:00 a.m. to 3:00 p.m.
7. Interested Applicants can get a complete set of the pre-qualification document by paying to the Public Treasury a non-refundable sum of two hundred and fifty thousand (250,000) CFA francs, against receipt. Such receipt must identify the payer as the representative of the Contractor or “Consortium” willing to participate in the Call for Tenders. For candidates who do not have a representation in Cameroon, the file will be made available to them in electronic format after the transmission of proof of a transfer of three hundred and eighty-one Euros and twelve cents (€381.12) to the account of the Cameroonian Public Treasury, the contact details of which are below:

1. Le Gouvernement de la République du Cameroun a sollicité un financement de la Banque Islamique de Développement pour financer le Projet de réhabilitation de la route Douala – Bafoussam (218,9 km) et entend affecter une partie du produit de ce financement aux paiements relatifs aux marchés pour les travaux de réhabilitation de la route Douala – Bafoussam (218,9 km) en trois lots :

• Lot 1: Bekoko - Penja (70 km),
• Lot 2 : Penja – Pont du Nkam (77,7 km) ;
• Lot 3 : Pont du Nkam – Bandjoun (71,2 km).

 

2. Le Ministre des Travaux Publics entend pré-qualifier des entrepreneurs et/ou des sociétés pour l’exécution des travaux ci-après :

• les terrassements de mise hors d’eau totale de la plateforme et la construction des assainissements longitudinaux et transversaux ;
• la construction d’une chaussée revêtue de 7,50 m de large (une couche de forme constituée du recyclage des matériaux de la chaussée en place avec de la grave latéritique naturelle d'apport sur une épaisseur 30 cm (y compris le réglage de la plateforme), une couche de fondation en Grave Naturelle Traitée (GNT) 0/31.5 d’épaisseur 20 cm, une couche de base en Grave Bitume (GB) en pleine largeur d’épaisseur 13 cm et un revêtement en béton bitumineux d’épaisseur 5 cm), bordée des accotements en enduit superficiel bicouche de 1,5 m de large en rase campagne et de 2 m en zone d’agglomération ;
• la construction d’ouvrages d’assainissement ;
• la réhabilitation des ouvrages d’art existants ;
• les aménagements de sécurité, de signalisation et de protection de l’environnement ;
• les risques d’impact environnemental et social des travaux étant élevés, des critères spécifiques de qualifications Environnementales, Sociales, Sécurité et Hygiène (ESSH) sont pris en compte.

 

3. Les invitations à soumissionner devraient être lancées en MARS 2026.
4. La pré-qualification se déroulera conformément aux procédures de pré-qualification spécifiées dans les lignes directrices pour la passation des marchés de biens, de travaux et de services connexes dans le cadre du financement de Projets par la BIsD y compris la passation des marchés (édition d'avril 2019, révisée en février 2023), (les « Directives ») ; elle est ouverte à tous les candidats des pays qui répondent aux critères de provenance, tels que définis dans les Directives. En outre, veuillez-vous référer aux paragraphes 1.9 des Directives de la BIsD sur les conflits d’intérêts.

 

5. Les délais d’exécution des travaux sont fixés à 48 mois pour le lot 1, 48 mois pour le lot 2 et 42 mois pour le lot 3.

 

6. Les candidats intéressés admissibles peuvent obtenir de plus amples renseignements et consulter le document de pré-qualification auprès de la Cellule des Projets Routiers à Financement Conjoint (CPR-FC) sise à la Délégation Régionale des Travaux Publics du Centre, (dont l’adresse figure ci-après) entre 09 heures et 15 heures.

 

7. Les Candidats intéressés peuvent acheter un jeu complet du document de préqualification par un versement d'une somme non remboursable de deux cent cinquante mille (250 000) francs CFA au Trésor Public contre reçu. Ce reçu devra identifier le payeur comme Représentant de l’Entreprise ou « Groupement » d’Entreprise désireuses de participer à l’Appel d’Offres. Pour les candidats ne possédant pas une représentation au Cameroun, le dossier sera mis à leur disposition en format électronique après la transmission de la preuve d’un virement de trois cent quatre-vingt-un Euro douze centimes (381,12 €) dans le compte du Trésor Public Camerounais dont les coordonnées sont ci-dessous :
