GENERAL PROCUREMENT NOTICE

The Government of Uganda (GoU) represented by the Ministry of Finance has applied for financing in the amount of US$ 36.50 million from the Islamic Development Bank (IsDB) toward the cost of the Establishment of Uganda Cancer Institute Regional Oncology Centers in West Nile and Eastern Uganda (Arua and Mbale) and it intends to apply part of the proceeds to payments for goods, works related services and consulting services to be procured under this project. This project will be jointly financed by the Islamic Development Bank (IsDB) and the Government of Uganda (GoU)

 

The project scope includes the following components:                                                                    

Component A: Construction and Equipping of the Arua Regional Oncology Centre & Mbale Radiotherapy Unit:

1. Construction of Arua Oncology Center & Mbale Radiotherapy unit (Civil Works)
2. Equipping of Arua Oncology Center & Mbale Radiotherapy Unit (Goods)

Component B: Consultancy Services

1. Design and Supervision
2. Financial Audit Services  

Component C: Capacity Building

1. Long Term Training (Services)
2. Short Term Training (Services)
3. Reverse Linkage: Capacity Building & Accreditation (Services)
4. Technology Support (Goods & Related Services)
5. Community Cancer Care Program (CCCP) (Services)

 

The goods, works and related services including consultancy services are to be procured as follows:

1. GOODS

• Radiotherapy and Imaging Equipment (International Competitive Bidding Open).
• Medical, Laboratory & General Hospital Equipment (International Competitive Bidding Open).
• Non-Medical Equipment (National Competitive Bidding).
• ICT Equipment (National Competitive Bidding).
• Vehicles (PMU vehicle and Mobile Van) and PMU ICT Equipment (National Shopping).

2. WORKS

• Construction of Oncology Center in Arua & Mbale (International Competitive Bidding Limited to Member Countries).

3.  CONSULTANCY SERVICES      

• Design & Supervision Services (Quality and Cost Based Selection from Member Country Shortlists.
• Financial Audit Services (Least Cost Selection from Local Accredited Shortlisted Financial Audit Firms).

Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, revised in February 2023), and is open to all eligible bidders as defined in the guidelines. Consulting Services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019 edition, revised in February 2023)

Specific procurement notices for contracts to be bid under the Islamic Development Bank’s International Competitive Bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for Consultancy Services will be announced, as they become available, on the  IsDB Website: www.isdb.org, DgMarket, Uganda Cancer Institute (UCI)  website: www.uci.or.ug, relevant technical magazines, newspapers and trade publications of wide international circulation and Uganda’s local newspapers (New Vision and the Daily Monitor).
