REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES PPP in Municipal Service Delivery: Institutional Support to PPP Municipal Agenda in Palestine The Government of Palestine has received a financing from the Arab Financing Facility for Infrastructure (AFFI) and intends to apply part of the proceeds of this financing to prepare and disseminate guidelines on the sustainable development of Public Private Partnership at the Municipal level in Palestine (the “Project”). The Arab Financing Facility for Infrastructure (AFFI) is a partnership of the World Bank (IBRD), International Finance Corporation (IFC) and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides awareness raising, enabling environment and transaction advisory services to governments to assist in preparing PPP projects. The IDB, on behalf of the TAF, now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff and so forth). The scope of the Consultant’s assignment will cover (a) establish a diagnostic of current PPP practices at the municipal level in Palestine, (b) prepare case studies that illustrate the benefits or potential risks that such municipal PPPs present, (c) prepare and deliver a set of workshops for the benefit of Ministry of Local Government and municipalities, and with participation from Donors and private sector, (d) developing guidelines for PPPs as well as identifying opportunities for successful transactions in Palestine. The guidelines will be aimed at decision makers within public bodies with a focus on municipalities and Ministry of Local Government. Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub-consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition).
