GENERAL PROCUREMENT NOTICE: Country: Republic of Suriname Project name: The Health System Strengthening Project Suriname Sector: Health Mode of financing: Loan and Istisna’a The Republic of Suriname through the Ministry of Finance has received financing in the amount equivalent to US$ 60.00 million from the Islamic Development Bank (IsDB), and it intends to apply part of the proceeds to payments for works, goods, and related consulting services to be procured under the project “The Health System Strengthening Project Suriname”. The Health System Strengthening Project is part of an overall effort of the government of Suriname (GoS) to improve the health sector for meeting the health needs of the citizens and achieve the targets of the National Health Sector Plan. The project aims at improving the access to and quality of facility based health care services by establishing, by the end of 2018, a modern tertiary hospital and Primary Health Care (PHC) facilities. The project will be jointly financed by the OPEC Fund for International Development (OFID) and the Republic of Suriname. The project will include the following components: Component 1 - Improving access to Health Care Services will include the construction of a new 150 bed specialized hospital and 5 PHC Centers. Component 2 - Improving Quality of Health Care Services will include specialized training for health care providers and professionals, procurement of Equipment, Establishment of a Health management Information system. Component 3 - Support to the project management will include consultancy services for construction and medical equipment, support to the Project Management Unit (PMU) and financial auditing - Contractors for Civil Works will be procured through Open International Competitive Bidding (ICB) - Consultancy Services for construction supervision will be procured from a short list of international consultancy firms. - Consultancy Services for ICT/HMIS will be selected from a shortlist of international consultancy firms through ICB Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009), and is open to all eligible bidders as defined in the Guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) and for contracts for consultancy services will be announced, as they become available, in IsDB Website and the relevant international newspapers.
