GENERAL PROCUREMENT NOTICE (Goods and Works) - The Construction of Sukuta to Jambanjelly Road Project (GM 0083-84)
Loan No.: GM-0083 Istisna’a No.: GM-0084 The Government of the Republic of The Gambia has secured Islamic Dinar (ID) 6,880,000.00 (Approximately equivalent to US$10.00million) Loan and US$10.00million Istisna’a financing, from the Islamic Development Bank (IDB). The proceeds of the Loan and the Istisna’a will be used towards the financing of the Construction of the Sukuta to Jambanjelly Road Project, henceforth referred to as the Project. Additional Financing is provided by the Government of The Gambia by way of counterpart funding to the tune of US$3.00million, to give a total Project Cost of US$23.00million. The Project aims at promoting economic & social development in a more sustainable way in the project area, which includes a densely residential and agriculture-based community in the outskirts of the Greater Banjul Area (GBA). It will contribute to improving the living conditions of affected population through a better access to the city of Banjul, creation of new employment opportunities and improvement of local population revenues by new commercial activities. The specific objective of the Project is that the project will contribute directly to the objectives of the Government’s Poverty Reduction Strategy Program by facilitating physical access to markets, essential services for the population settled in surrounding localities of the project and also give development opportunities over continuous road access. The Project comprises of the following six components: Component 1 - Civil Works: This component consists of the construction of a 13.50 km Road, comprising (2x2 lanes) double carriageways. Each carriageway will have two 3.50m wide traffic lanes (7.00m asphaltic pavement), 1.0m covered gutter (drain); 3.50m wide parking areas (one on each side of the carriageway) and 1.00m side-walkway in addition to the necessary intersections. The Works will comprise earthworks, pavement construction, drainage works, traffic safety, bridges (culverts) construction, and other related arrangements including relocation of existing utilities and installation of traffic light(s) & street lighting. There will be need for traffic, safety and environmental management measures during the execution of the Works, including temporary traffic diversions. Component 2 - Consultancy Services: A Consultant will be recruited to undertake the updating of the tender documents, assistance to the Executing Agency during the pre-contract phase and supervision of the physical implementation of the project. The team of the Consultant will include among others a road safety expert to ensure that all the safety measures proposed at the design stage are adequate and are properly implemented. The Consultant will prepare the progress reports. Component 3 -Support to the Project Management Unit: For the implementation of the project, a specific PMU (Project Management Unit) will be set-up to implement the project. Support to the PMU will consist of the provision of office equipment (computers equipped with printers and photocopy machine), furniture and materials/supplies, financing of the PMU staff incentives and other operating costs such as communication cost. The PMU will mainly be composed of a Project Coordinator and an Accountant/Financial Management Specialist. Component 4 - Start-up Workshop: A Workshop will be held to inform all the Stakeholders, namely the executing Agency, the contractor, the consultant and the residents of the project area, the users’ organizations and civil society about the activities of the project. For the project awareness and ownership, it will include a session on IDB procedures to ensure smooth implementation of the project. Component 5 - Familiarization Visit: A Familiarization Visit to IDB will also be organised for the Project Managers and Representatives from the Ministry of Finance. Component 6 - Financial Audit: A financial audit will be conducted by a qualified local auditing firm to be recruited to carry out yearly audit report and submit it to the Bank & the Beneficiary as part of the legal and financial covenants of the Project. The Ministry of Transport, Works and Infrastructure, through the Gambia Agency for the Management of Public Works (GAMWORKS) is the Executing Agency of the Project. For efficiency and continuity, the project will be implemented by GAMWORKS. The Agency will undertake all the project implementation activities including hiring contractors, managing contracts, procuring consultants, undertaking routine monitoring and supervision, and measuring progress on project implementation. The project implementation period is 3 years after date of first disbursement. The details of anticipated procurement and procurement methods are presented below: (i) International Competitive Bidding Limited to IDB Member Countries (ICB-MC), after pre-qualification, for the civil works component; (ii) Short listing limited to Member Countries Firms for the consultancy services component; (iii) Local short listing for the selection of the Financial Auditor; and (iv) National Shopping for the supplies of the Project Management Unit. Consulting services will be selected in accordance with “Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009)”. Procurement of good and works will be in accordance with “Guidelines for the Procurement of Goods and Works under Islamic Development Bank Financing (May 2009)”.
