Contract Title: Procurement of Goods and Related Services for 4 Electrical Multiple Units (16 Cars) for Konya Commuter Operation Project

1.         The Konya Metropolitan Municipality has received financing from the Islamic Development Bank (IsDB) toward the cost of the Municipal Infrastructure For Recovery And Resilience Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Goods and Related Services for 4 Electrical Multiple Units (16 Cars) for Konya Commuter Operation Project.

 

2.         The Konya Metropolitan Municipality now invites sealed bids from eligible bidders for Procurement of Goods and Related Services for 4 Electrical Multiple Units (16 Cars) for Konya Commuter Operation Project.

• The Place of Destination is Konya, Türkiye.
• The Electrical Multiple Units shall be delivered on rail at the relevant location, delivery to purchaser depot identified under ITB 14.8 of BDS.
• The Goods specified in the List of Goods are required to be delivered within 780 calendar days for all 4 train sets as specified in Section VII, Schedule of Requirements.
• Time for completion of delivery and pre-commissioning activities shall be as follows after the signature of the Contract Agreement:

• 720 days for the 1st party delivery (2 EMU Sets)
• 780 days for the 2nd party delivery (2 EMU Sets)

• The duration of the contract is 840 calendar days [(26*30=780 calendar days-the duration for the delivery of the last sets + (60 calendar days - With due consideration given to the time necessary for conducting site tests and for preparing the works for provisional acceptance)] from the date of commencement of work until the provisional acceptance of the last sets.
• No margin of preference will be applied.

 

3.         Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing [April 2019 (revised in February 2023)] (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.5 paragraphs of the Procurement Policy  of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

 

4.         Interested eligible bidders may obtain further information from Konya Metropolitan Municipality Transportation Department and inspect the bidding documents during office hours 08:00 to 17:00 at the address given below.

 

5.         A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of € 200 (two hundred Euros). The method of payment will be direct deposit to the following account of Konya Metropolitan Municipality by writing the reference number (IDB-KON-G01) of the contract for which the application will be submitted.

6.         A pre-bid conference will be held on 03/09/2026 at 10:30 hrs (Local Time) at Sakarya Mahallesi Ahmet Kabaklı Caddesi No:4 Raylı Sistem Tesisleri Tender Hall. The Bidder’s designated representative is invited, at the Bidder’s own cost, to attend the pre-bid conference at the above-mentioned place, date and time. During the pre-bid conference, Bidders may request written clarifications regarding the project requirements, technical specifications, evaluation criteria, or any other aspects of the Bidding Document. In order to avoid any misunderstanding or deficiencies in the preparation of bids, following the invitation for bids and subject to the prior approval of the Purchaser, Bidders may visit the site, inspect and measure relevant places or equipment, observe the depot yard and workshop facilities in situ, and request additional documents not included in the Bidding Documents but deemed necessary for the proper preparation of their bids. Any additional documents requested by Bidders, if deemed appropriate by the Purchaser, shall be provided in printed or electronic form to all Bidders who have acquired the Bidding Documents.

 

7.         Bids must be delivered to the address below on or before 14:00 (local time) on 05/10/2026. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the address below on 05/10/2026 at 14:30 (local time).

8.         All bids must be accompanied by a Bid Security of EUR 1.500.000,00 (one million five hundred thousand Euros) or equivalent[1].

[1] The exchange rate to be applied for the conversion of the bid security shall be the foreign exchange selling rates announced at 15:30 hours on the relevant date by the Central Bank of the Republic of Türkiye for similar transactions.
