SELECTION OF AN INDIVIDUAL CONSULTANT
to develop the Project Concept Note and Project Appraisal Document (PAD) for the Community Resilience Development Project Phase III (CRDP-3)
The Joint Project Implementation Group under the Ministry of Economy and Finance announces the start of the selection process for an international individual consultant to support the preparation of the Project Concept Note and Project Appraisal Document (PAD) for the third phase of the Community Resilience Development Project Phase III (CRDP-3), financed by the Islamic Development Bank (IsDB).
The Consultant will support the Government of Uzbekistan (GoU), through the PIU, and the IsDB task team by (i) analyzing existing government programs and policies related to rural infrastructure development; (ii) analyzing existing investment approaches for capital investments in rural areas that could be built on by CRDP-3; (iii) assessing the functions and responsibilities of mahallas and mahalla-support institutions, in law and in practice; and (iv) identifying international best practice relevant to the Uzbekistan context. The analysis produced by the Consultant is intended to provide key inputs to the IsDB Project Concept Note, Technical Assessment, and Project Appraisal Document for CRDP-3. As the international consultant, they will bring international expertise and best practice to the assignment, coordinating closely with the PIU, the IsDB task team, and the national consultant engaged separately to prepare the national appraisal document under Presidential Decree No. PP-51.
Expected services include:
- Collecting, reviewing, and analyzing relevant national strategies, government programs, sector policies, legislation, regulations, statistical data, and investment plans related to rural development, infrastructure, local governance, and climate resilience, and coordinating with relevant ministries, agencies, and regional authorities to obtain the necessary information.
- Organizing and conducting meetings, consultations, and interviews with key stakeholders, in coordination with the national consultant and the PIU; preparing interview guides, questionnaires, and consultation tools; and documenting the findings, key issues, challenges, and recommendations.
- Developing the Project Concept Note and Project Appraisal Document in accordance with applicable IsDB requirements, and supporting the PIU, the national consultant, and relevant government agencies during the review, coordination, and appraisal process with the IsDB, including incorporation of comments and provision of technical clarifications as required.
- Providing analytical inputs and background information for the Project Concept Note, Technical Assessment, and Project Appraisal Document, and assessing institutional arrangements, sector priorities, implementation capacities, investment gaps, and socio-economic development needs in rural areas.
- Contributing to the drafting, review, and refinement of technical reports, analytical notes, briefing materials, and PowerPoint presentations required for meetings and discussions with the Government of Uzbekistan and the IsDB.
- Maintaining regular coordination with the PIU, national consultants, relevant government agencies, and the IsDB task team, and performing any other relevant tasks agreed in support of the successful preparation of the CRDP-3 project.
