1. This invitation for prequalification follows the General Procurement Notice (GPN) for this Project that appeared on the website of Islamic Development Bank (IsDB) on IsDB external Website of 26th July, 2026 and Leadership Newspaper of 23rd July, 2026.

2. The Government of the Federal Republic of Nigeria has applied for financing from the IsDB toward the cost of Niger State Solar Energy Development Project and intends to apply part of the proceeds toward payments under the Contract for Civil Works for the Construction and Installation of Solar PV Power generation and construction of Grid Interconnection and Evacuation infrastructure in Niger State.

3. The Niger State Government through the Project Management Unit of the Niger State Solar Energy Development Project intends to prequalify contractors for the Civil Works for the Construction and Installation of Solar PV Power generation and construction of Grid Interconnection and Evacuation infrastructure in Niger State packaged into 2 (two) lots as detailed below;

Prequalification will be conducted through the prequalification procedures specified in the IsDB’s Guidelines for the Procurement of Goods, Works and Related Services under IsDB Project Financing, April 2019, Revised in February 2023 (“Guidelines”). Bidding will be conducted through the International Competitive Bidding Open (ICB-Open) procedures as specified in the Guidelines.

 5. Interested eligible Applicants may obtain further information from and inspect the prequalification document at the address given at (8) below during office hours 9:00 to 17:00 hours.

6. A complete set of prequalification documents in English may be purchased by interested Applicants, upon the submission of a written application to the address at (8) below and upon payment of a non-refundable fee of NGN250,000.00 (Two Hundred and Fifty Thousand Naira) Only or Two Hundred United State Dollar (US$200). The method of payment will be by direct transfer or Bank Draft to the following account details;

The Applicant may collect the prequalification document from the Niger State Solar Energy Development Project indicated at (8) below against submission of evidence of payment. Furthermore, applicant has the option to receive the Prequalification document electronically against submission of evidence of payment.

7. Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 11.00am local time on 13th October, 2026, and be clearly marked “Application to Prequalify for the Construction and Installation of Solar PV Power generation in Niger State (100 MW) (Lot 1) and/or Construction of Grid Interconnection and Evacuation infrastructure in Niger State (Lot 2). Electronic bidding will not be permitted. Late applications will be rejected. The applications will be publicly opened in the presence of Applicants’ designated representatives and anyone who chooses to attend come at the address at (8) below on 13th October, 2026, at 11.30am local time.
