The Government of the Republic of Kazakhstan has applied for financing from the Islamic Development Bank (IsDB) toward the cost of the Reconstruction and Construction of Kyzylorda – Saksaulsk Republican Road Project and intends to apply part of the proceeds to payments for works and consulting services to be procured under this project. The overall road corridor, with a total length of approximately 462.03 km, is being developed under a parallel co-financing arrangement together with the Asian Development Bank (ADB) and the Development Bank of Kazakhstan (DBK). IsDB financing, in the amount of EUR 376.05 million (equivalent to approximately US$ 427.30 million, extended on a Forward Lease basis and secured by a sovereign guarantee of the Government of the Republic of Kazakhstan), will cover the section extending from approximately km 327.78 to km 462.03 (about 134.24 km) of the corridor. The awarded works contract(s) will be implemented under a Design-Build-Maintain (DBM) model over an 11-year period, comprising 1 year of detailed design and 3 years of construction financed by IsDB, followed by 7 years of performance-based maintenance (including a 2-year Defects Liability Period) to be financed by the Government of the Republic of Kazakhstan.

The project development objective is to improve transport connectivity, road safety and climate resilience of infrastructure along the Kyzylorda–Saksaulsk road corridor by upgrading the road to higher technical standards. The project forms part of the International North–South and “Western Europe – Western China” transit corridors and will support the Trans-Caspian International Transport Route (“Middle Corridor”), contributing to regional economic integration, improved market access for rural communities in the Kyzylorda region, and enhanced road safety. Upon completion, the project is expected to increase traffic capacity, reduce travel time and vehicle operating costs, and support Kazakhstan’s role as a key regional transport and logistics hub.

The Project will be comprised of the following components:

Component A – Kyzylorda–Saksaulsk Road Corridor Designed, Constructed and Upgraded: involves the construction, reconstruction and upgrading of the Kyzylorda–Saksaulsk road corridor (total length approximately 462.03 km), of which the IsDB-financed section covers approximately 134.24 km (km 327.78 to km 462.03), comprising the bypass around the settlement of Ayteke Bi (km 327–km 339, approx. 11.98 km) and the section towards Saksaulsk (km 339–km 462, approx. 122.26 km), to be upgraded to Category I-B (four-lane divided highway) standard. The scope includes earthworks, drainage, bridges, interchanges, road safety features, Intelligent Transport Systems (ITS) and other ancillary works, together with 7 years of performance-based maintenance following construction. This component will be procured through International Competitive Bidding among IsDB Member Countries (ICB-MC), without prequalification, using Request for Proposals (RFP) documents for Output- and Performance-Based Road Contracts, under a Single-Stage, Two-Envelope bidding process with Rated Criteria evaluation. Works will be tendered as one package divided into two lots evaluated  lot-wise: Lot 1 (km 327–km 400, approx. 72.21 km) and Lot 2 (km 400–km 462, approx. 62.03 km). A margin of preference will be provided to eligible local (domestic) Contractors.

Component B – Infrastructure Quality and Compliance Assured: will finance combined consultancy services comprising a Project Management Consultant (PMC) and a Construction Supervision Consultant (CSC), covering project management, procurement and contract administration support financial audit, technical and construction supervision, quality assurance, and monitoring of compliance with the Environmental and Social Management Plan (ESMP). This component will be procured through the Quality- and Cost-Based Selection (QCBS) method, with shortlists of domestic (national) consultancy firms.

Procurement Arrangements: Procurement of contracts financed by the IsDB under the Project will be carried out through the procedures as specified in the IsDB Group’s Guidelines for the Procurement of Goods, Works and Related Services under IsDB Project Financing (April 2019 edition, revised February 2023) and the Guidelines for the Procurement of Consultancy Services under IsDB Project Financing (April 2019 edition, revised February 2023), and open to all eligible bidders as defined in the Guidelines.

Specific Procurement Notices for contracts to be tendered under International Competitive Bidding among IsDB Member Countries (ICB-MC) and Quality- and Cost-Based Selection (QCBS) will be published, as they become available, on the IsDB website, DgMarket, and the QazAvtoJol website (qaj.kz).
