GENERAL PROCUREMENT NOTICE REPUBLIC OF SUDAN SPATE IRRIGATION DEVELOPMENT PROJECT IN DELTA TOKAR Agriculture Sector / Water Resources GENERAL PROCUREMENT NOTICE Mode of Financing: Istisna’a Financing No.: SU- 0182/0183 The Ministry of Finance and Economical Planning has received financing in the amount of USD 50.0 million equivalent from the Islamic Development Bank toward the cost of the Spate Irrigation Development Project in Delta Tokar, East of Sudan, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Republic of Sudan. The objective is to enhance the spate irrigation schemes, provide the equipment and capacity needed in order to support small-scale producers in Delta Tokar to move from rain-fed subsistence farming to irrigation-based commercial agriculture through significant growth in agricultural production. It will be achieved through development of 74,000 feddans (19,900 ha) irrigated lands and constructing 37 km of river channels inside the delta, building 35 km of embankments, 235 km of dikes and three control structures, improving crop and livestock husbandry practices. The Project is located in the Tokar Delta, in the Eastern Sudan. Project implementation period is expected in 5 years during 2015-2020. The following components are expected to be implemented under the project: 1. Civil Works: 1.1. Rehabilitation Irrigation Scheme, River Control Structures and Rangeland Management 1.2. Mesquite Control Program 1.3. Establishment and Rehabilitation of Animal Health Centers Community Social Services 2. Supply Machinery, Equipment and Mechanical Accessories 2.1. Heavy Machineries and Agriculture Engineering Machinery 2.2. Veterinary Equipment, Equipment for Agriculture Scheme and Equipment for Agriculture Research 2.3. River Gauging Station 3. Consultancy Services for Enforcing Legal Base on Land Regulation 4. Consultant Services for Detail Engineering Design and Supervision 5. Project Financial Audit Services Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009). Specific procurement notices for civil works and supply of goods to be bid under the Islamic Development Bank’s international competitive bidding – member countries (ICB/MC), national competitive bidding (NCB) procedures and for consultancy services international shortlisting – member countries and local shortlisting will be announced, as they become available, in IsDB, ESRDF websites and in Asharq Al-Awsat as international newspaper, and Alintibaha, Alsudani, Alsahafa, Alraialam, Alwatan, Akhirlaza, Almeghar, Alahram Alyoum, Sudan Vision local newspapers in addition to Sudanese Engineering Society, Consultants’ and Contractors’ magazines.
