REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES/AUDIT) IDB Financing (Istisna'a) No. TUR-0016&0017 The Government of Turkmenistan has received Istisna'a financing from the Islamic Development Bank (TDB) for the Project of Construction of Bereket-Etrek-Turkmenistan/Iran Border Railway and intends to apply part of the proceeds of this financing to cover the cost of the contract for conducting financial audit. The Ministry of Railway Transport of Turkmenistan now invites eligible auditors to indicate their interest in providing these services which shall be carried out in Ashgabat, Turkmenistan and planned for completion by the end of 2014. Interested auditors who have experience of auditing, specifically preparation of audit report for at least 2 (two) projects funded by Multi-Development Banks or any international organizations must provide information indicating that they are qualified to perform the services which include performing a professional opinion on the financial statements of the project accounts and issue a report on the compliance of the financial records incurred during the project implementation period with the covenants of the financing agreement and applicable laws and regulations of Turkmenistan. Consultant/Auditor shall be able to maintain a financial management system, including records and accounts, and prepare financial statements for the project in a format acceptable to the Islamic Development Bank and adequate to reflect the operations, resources and expenditures related to the Project. Consultant/Auditor shall provide information in support of its qualifications and experience, as follows: • Consultant/Auditor' details (Company information) • List of Key Personnel and their qualifications • Past Experience • List of past assignments of similar nature • List of current assignments of similar nature • Any other information describing consultant's company. Consultants may associate to enhance their qualifications and clearly specify the type of association (a joint-venture or sub-consultancies) as well as the nature of its business commercial or not-for profit). Consultant/Auditor will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing. May. 2009 from a shortlist of international auditors limited to IDB member countries or local reputable audit firms affiliated with international firms to carry out the assignment on a yearly basis. The selection method will be "Quality- and Cost-Based Selection (QCBS)" method. Detailed selection and qualification criteria will be provided in the Request for Proposals (RfP).
