GENERAL PROCUREMENT NOTICE UZBEKISTAN "Reconstruction and expansion of the sewerage systems of Gulistan, Shirin and Yangiyer cities of Syrdarya region" Water supply and sanitation sector GENERAL PROCUREMENT NOTICE Mode of Financing: Istisna’a Financing No. UZB-0078 The Government of the Republic of Uzbekistan has received financing in the amount of US$ 57.5 million from the Islamic Development Bank toward the cost of the project "Reconstruction and expansion of sewerage systems of Gulistan, Shirin and Yangiyer cities of Syrdarya region", and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of the Republic of Uzbekistan. The project will include the following components: Component A: Reconstruction of Wastewater Treatment Plants -This includes the reconstruction of three Wastewater Treatment Plants (WWTPs) in the cities of Gulistan, Shirin, and Yangiyer. The three WWTPs, grouped under one package, will be procured through International Competitive Bidding (ICB) limited to IDB Member Countries (ICB/MC) method (with pre-qualification). Component B: Reconstruction of Sewerage Disposal Infrastructure - This component includes the reconstruction and expansion of sewerage networks in the three beneficiary cities of Gulistan, Shirin, and Yangiyer. Sewerage disposal network (including pumping stations) will be procured through ICB/MC method (with pre-qualification) using two procurement packages: one for Gulistan and one combined package for Shirin and Yangiyer. Component C: Operations and Maintenance Assistance. This component includes the procurement of equipment and spare parts for improved operations and maintenance of the newly rehabilitated wastewater systems (Sewer Jetter Trucks, Excavators, Exhaust Pumps, etc.). O&M equipment will be procured through ICB/MC method. Component D: Consultancy Services for Studies and Supervision of Works. This component consists of the selection of a consultancy firm to prepare the detailed design and supervise works during the construction phase of the Project. It will be procured through QCBS/MC method. Component E: Institutional Strengthening of the Executing Agency. This component includes training for the following activities: (i) Management and Administration of Sewage Departments within Syrdarya Vodokanal; (ii) Utility Technical Operations; (iii) Utility Financial Management and Marketing; (iv) Coaching and Support Workshops; and (v) Knowhow' Transfer / Study Tours. In this component for small consulting services individual consultants selection method and for non-consulting services National Shopping (NS) methods of procurement will be used. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB) or international competitive bidding – member countries (ICB/MC) procedures and for contracts for consultancy services will be announced, as they become available, in IsDB Website, technical magazines and/or international and local newspapers.
