Consultancy Services for the Construction of Bhola 225 MW Combined Cycle Power Plant
REQUEST FOR EXPRESSIONS OF INTEREST PEOPLE’S REPUBLIC OF BANGLADESH THE CONSTRUCTION OF BHOLA 225 MW COMBINED CYCLE POWER PLANT PROJECT The Government of the Peoples' Republic of Bangladesh has received financing from the Islamic Development Bank (IDB) towards the cost of construction of Bhola 225 MW Combined Cycle Power Plant Project, and intends to apply part of the proceeds of this financing towards consulting services. The Bangladesh Power Development Board (BPDB) invited International EPC Bids for complete design engineering, manufacturing, inspection, testing, supply, delivery to the site, construction, erection, testing & commissioning and associated civil and building works including associated auxiliaries and ancillaries of Bhola 225 MW Combined Cycle Power Plant Project (GPN: Memo No. 2333-BPDB (Sectt.) /Dev-158/2002 date-9/8/2011, available on BPDB website: www.bpdb.gov.bd). The BPDB now invites eligible consultants to indicate their interest in providing the services, which in general includes: detailed engineering design review, overall construction supervision and assisting BPDB in assuring that all necessary steps are properly undertaken, so that the completed plant will deliver the performance, reliability, and operational flexibility in accordance with the terms and conditions of the contract. Details of consultancy services will be provided in the Scope of Services of the RFP. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications, availability of skilled key staff and so forth). Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) method from a short-list of international consulting firms and in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing, May 2009.
