GENERAL PROCUREMENT NOTICE REPUBLIC OF UZBEKISTAN IMPROVEMENT OF WATER RESOURCES MANAGEMENT OF HAZARBAG IRRIGATION SYSTEM IN SURKHANDARYA REGION Agriculture/Water Resource GENERAL PROCUREMENT NOTICE Mode of Financing: Istisnaa Project ID No. UZB-0074 The Republic of Uzbekistan has received financing in the amount of US$ 89.55 million from the Islamic Development Bank toward the cost of the Improvement of Water Resources Management of Hazarbag Irrigation System in Surkhandarya Region (Reconstruction of Khazarbag-Akkapchigay Canal System), and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by Government of Uzbekistan. The Project objective is to contribute to food security by improving agricultural production and productivity, and to improve the welfare of the local communities in Surkhandarya region, through reconstruction of Khazarbag-Akkapchigay Canal Systems. The following contract/packages are expected to be procured under the Project: A. PROCUREMENT OF GOODS AND WORKS 1. Improvement of Main Irrigation System Component: 1.1. Reconstruction of Right Bank Canal and Tupolang–Karatag Irrigation Canal 1.2. Reconstruction of Khazarbag Canal with structures; 1.3. Reconstruction of Akapchigay Canal with structures; 1.4. Reconstruction of Connection Canal to ShMK and Tangimushsay; Procurement method - International Competitive Bidding limited to IDB Member Countries. 2. Capacity Building of Water Management Authorities and Water Users Component: 2.1. Supply of agricultural and maintenance machinery; 2.2. Supply of water measurement, control instruments and laboratory equipment; 2.3. Introduction of water saving technologies (drip irrigation) by establishing three demonstration plots. Procurement method - National Competitive Bidding. B. PROCUREMENT OF SERVICES 1. Consulting Services includes: preparation of detailed design, bidding documents, support in carrying out bidding process and supervision of works. Selection method – Quality and Cost Based Selection from shortlist of firms from IDB Member Countries. 2. Financial Audit includes: audit services to be carried out on annual basis throughout the project implementation period. Selection method – Least Cost Selection from shortlist of national audit firms. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Islamic Development Bank’s Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Islamic Development Bank’s Guidelines for the Use of Consultants Under Islamic Development Bank Financing (current edition). Specific procurement notices for contracts to be bid under the Islamic Development Bank’s international competitive bidding (ICB/MC) and national competitive bidding procedures and for contracts for consultancy services will be announced, as they become available on IDB’s official web-site (www.isdb.org) and other media.
