GENERAL PROCUREMENT NOTICE Kyrgyz Republic North-South Road Construction Project, Phase III, km 159-183 Sector: Infrastructure/Transport GENERAL PROCUREMENT NOTICE Mode of Financing: Loan Project No.: KYR-0052 (IDB) Project No.: (SFD) The Government of the Kyrgyz Republic has received financing from the Islamic Development Bank (IDB) and Saudi Fund for Development (SFD) toward the cost of the North-South Road Construction, Phase III, km 159-183, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. The Projects aim is to reconstruct an alternative road for integral transport communication between the regions of Kyrgyzstan and neighboring countries. The Project involves the reconstruction of a 24 km section km 159 to km 183 of alternative North-South road from Dyikan village to Kyzyl-Jyldyz village of Jumgal district of Naryn oblast of the Kyrgyz Republic. The Project includes earthworks and drainage works, pavement, road furniture and bridge reconstruction. Period of the Project implementation is 2015-2018. The project will include the following components: 1) Civil works – the proposed section of the road will be a one-lane and four–lane highway, subgrade width is 15-17.5 m; carriageway width is 7.5-14.5 m; shoulders width is 3.5-3.75 m each. The total length of the road section is 24 km. Procurement of civil works will be based on International Competitive Bidding limited to IDB Member Countries (ICB/MC) with prequalification of bidders. , i.e. the procurement will be done in two steps: contractors’ prequalification and then bidding among prequalified contractors. 2) Consultancy services for review of detailed engineering design, preparation of tender documents, tendering process and construction supervision. A consultancy firm will be selected from a short-list of 6-8 international consultancy firms limited to IDB member countries based on QCBS method. 3) Project Financial Audit. A certified local auditing firm will be selected from a short list of internationally known local firms based on the method of Least Cost selection, as described in IDB Guidelines for the Use of Consultants, to undertake semi-annual and annual financial audit reports of the project. Procurement of contracts financed by the Islamic Development Bank and Saudi Fund for Development will be conducted through the procedures as specified in the “Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing” (current edition), and is open to all eligible bidders as defined in the Guidelines. Consulting services will be selected in accordance with the “Guidelines for the Use of Consultants Under Islamic Development Bank and Saudi Fund for Development Financing” (current edition). Specific procurement notice for civil works and consultancy services contracts to be bid under the international competitive bidding limited to IDB member countries (ICB/MC) procedures will be announced, as they become available, at IDB and SFD websites and in other mass media.
