REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES) Government of Yemen PPP Law Review The Government of Yemen has received a financing from the Arab Financing Facility for Infrastructure (AFFI) and intends to apply part of the proceeds of this financing to cover the costs of a legal consultant to review, amend and finalize the Arabic version of the draft PPP Law, incorporating comments from all relevant line ministries (the “Project”). The AFFI is a partnership of the World Bank (IBRD), International Finance Corporation (IFC), and Islamic Development Bank (IDB). The Technical Assistance Facility (TAF), one of the components of AFFI, provides technical assistance in the form of awareness raising, enabling environment strengthening and transaction advisory services to Arab governments, to assist in developing their Public-Private Partnership (PPP) agenda and preparing PPP projects. In this regard, the Islamic Development Bank (IDB), on behalf of the TAF, now invites consultants to indicate their interest in providing the services for the above mentioned Project. Interested consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments with supportive references, experience in similar conditions/countries, availability of appropriate skills among staff, etc.). The scope of the assignment will cover: (i) review and suggest revisions to the Arabic version of the draft PPP Law (ii) produce an accompanying report to introduce and explain proposed revisions to the draft PPP Law (iii) organize a specific stakeholder workshop for members of Parliament and line ministries to further discuss the draft PPP Law and proposed revisions (iv) revise the draft PPP Law to reflect the consensus emerging from the stakeholder workshop, and written comments provided by the Government. Consultants may express their interest in the form of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (current edition). Expressions of interest must be delivered to the addresses below by 29 April 2013 through email.
