Request for Expression of Interest (EOI) for the Special Program for the Development of Africa (SPDA) Assessment
The Islamic Development Bank (IDB) is seeking the services of individual consultants to undertake the assessment of the Special Program for the Development of Africa (SPDA). The services involve a complete assessment of the program in terms of financial approval, delivery and project implementation. It will include a desk review at the IDB HQ, (using Reports and Recommendations of the President (RRP), Project Implementation Assessment and Supervision Reports (PIASR), and where applicable, Project Completion Reports (PCR) and Evaluation Reports (ER), among others) to prepare an inventory of achieved and expected outputs of all approvals made for SPDA. This will be complemented with a review of the state of implementation of the projects which will entail field missions to select SPDA countries to interact with the Implementing Agencies and visit projects on the ground. The IDB now invites eligible consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and so forth). Three consultants will be selected from a short-list and in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing, May 2009.
