Kyrgyz Republic Bishkek – Naryn – Torugart Road Renovation Project, Section km 272-365 Sector: Infrastructure Procurement of Works Loan No.: KYR-0029 This invitation for prequalification follows the general procurement notice for this project which was published in “The Times of Central Asia” and “Slovo Kyrgyzstana” newspapers on April 19, 2012 and the first Specific Procurement Notice was published in “The Times of Central Asia” newspaper on June 7, 2012, also in “Slovo Kyrgyzstana” newspaper on June 6, 2012. The Government of Kyrgyz Republic has received a financing from the Islamic Development Bank (IDB) and other members of the Arab Coordination Group toward the cost of the Bishkek – Naryn – Torugart Road Reconstruction Project, Section km 272-365, and it intends to apply part of the proceeds of this financing to payments under the contract for reconstruction of 92 km of an existing two-lane mountainous road. This contract will be jointly financed by Saudi Fund, Kuwait Fund, OFID and Abu Dhabi Fund. The Ministry of Transport and Communications (MOTC) of the Kyrgyz Republic intends to prequalify contractors and/or firms for reconstruction of 92 km of an existing two-lane mountainous road. The works globally comprises of: • Excavation works, earth and rock excavation. • Drainage works, drainage pipe or box culverts, precast concrete structures and cast in situ concrete. • Pavement works including sub-base, crushed stone base, application of bituminous prime coat and asphaltic concrete pavement. • Road Furniture including pavement marking, safety barriers, snow fences, kilometric posts, warning & informative signs, etc. • Bridge renovation and/or enlargement. Severe weather conditions: • Construction in the region of the project is limited to eight months annually, March through October. • The extreme air temperatures range for the Minimum from -40°C to -9°C, & for the Maximum from +7°C to +26°C. • The project is planned to be fully achieved before the end of the construction season of the year 2015. • Works completed by the end of each of the intermediate construction seasons, will have to be well protected and ready to face the weather during the following winter. • The road elevation passes from 2,020 m to 3,030 m, through a landslide area and crosses a number of streams and rivers. Prequalification will be conducted through prequalification procedures specified in the IDB’s Guidelines for Procurement of Goods and Works, May 2009, and is open to all bidders from IDB member countries, as defined in the guidelines. Prequalification is contingent upon meeting minimum qualification criteria that are defined in the Section-3 of the Prequalification Document, among which: • At least 5 years in business as a road construction contractor under the same name • Capacity to have access to cash in the amount of USD 6.00 million • Average annual turnover of USD 36.0 million for the last 5 years (2007 - 2011) • Substantially completed at least one similar contract with a value of USD 44.0 million, during the last 5 years (2007-2011) • A margin of preference is 10% for domestic bidders Interested eligible applicants may obtain further information from and inspect the prequalification document at the Islamic Development Bank Investment Projects Implementation Group (IDB IPIG), at the address specified below from 09:00 am to 18:00 pm local time.
