GENERAL PROCUREMENT NOTICE (GPN) Country: Republic of The Gambia Funding Source: Islamic Development Bank and Government of The Gambia Name of Project: Enhancing Value Addition in the Gambia Groundnut Sector Title: General Procurement Notice Sector: AGRICULTURE / INDUSTRY INCLUDING AGROINDUSTRY Project ID NO: GM0080/81 The Government of the Republic of The Gambia has secured US$28.00 million from the Islamic Development Bank (IDB) in the form of loan and Istisna’a financing. The proceeds of the Istisna’a and the Loan will be used to finance the Enhancing Value Addition in the Groundnut Sector Project, henceforth referred to as the Project. Additional Financing is provided by the Government of The Gambia by way of counterpart funding to the tune of US$2.00million, to give a total Project Cost of US$30.00million. The main objective of the Project is to contribute towards the growth of The Gambia’s groundnut sector, thus enhancing its contribution to economic growth, poverty reduction, and economic stability. The specific objective of the Project is to modernize, expand and improve the efficiency of the Gambia Groundnut Corporation (GGC) operations, so it is able to (a) maintain its market share, (b) position itself in the high end of the groundnut value-chain to enhance its profitability, and (c) preserve and increase the income of 70% of the rural population engaged in groundnut production. The Project comprises of the following eight components: (i) Improving GGC Processing Infrastructure; (ii) Improving River Transport System for Groundnut; (iii) Improving Groundnut Storage, Unloading and Handling Infrastructure; (iv) Groundnut Shells Waste Management; (v) Improving Quality Testing Systems; (vi) Technical Assistance for Supporting Groundnut Value Chain; (vii) Project Management and Supervision Activities; (viii) Financial Audit. The details of the procurement procedures for various goods, works and services shall be as follows: Goods and Works: (i) Crushing, Shelling and Briquetting Plant: Involving provision and installation of a 350 Tons Per Day (TPD) shelling plant, 300 TPD crushing plant, and 50TPD new briquetting plant at GGC premises along with supply of spare parts for 2 years, and 4 routine maintenance semi-annual check -ups by the supplier. This component also involves dismantling of old plants, site cleaning activities, and civil works for foundations. This will be procured as a single lot through International Competitive Bidding (ICB Open). (ii) Transport Barges and Tugboat: Provision of ten 200 Metric Tonnes (MT) dummy Barges and one 350 Horse Power Tugboat to GGC along with 2 year spare parts and 4 routine maintenance check-ups. This will be procured as a single lot through ICB open. (iii) Cogeneration Power plant: Rehabilitation and Expansion of existing non-functional Cogeneration Power Plant in GGC premises, to be procured as a single lot through ICB open. (iv) Testing kits: Enzyme Linked Immunosorbent Assay (ELISA) test kits, pneumatic moisture testing equipment and sampling tools along with necessary training of quality control inspectors and depot staff will be procured as a single package with two lots through Limited International Bidding (LIB). (v) Industrial Groundnut Handling Equipment: The key items will include weigh bridges and transport equipment (bobcats, tractors with trailers) to be procured as two lots through ICB Open. Replacement of screens, conveyors (fixed belt/ mobile), and construction of reception points will be through International Competitive Bidding Limited to IDB member countries with possibility of joint venture (JV) with Non- Member country firms. (vi) Slipway Construction: Construction of a 200MT slip way along with necessary workshop equipment will be through International Competitive Bidding Limited to IDB Member Country Firms (ICB-MC), with possibility of JV with Non- Member country firms. (vii) Other Civil Works: The key works involve rehabilitation of storage bins and staff quarters of GGC located across the country to be procured through National Competitive Bidding. Services: (i) Design and Supervision Consultant (firm): The services will involve the review of existing designs, elaboration of studies needed for the various components of the project as well as the supervision of construction works, acquisition of equipment and procurement and installation of plants. Consultancy services will be procured through a competitive bidding process using Quality and Cost Based Selection among the shortlisted international consultancy firms. (ii) Technical Assistance for Supporting Groundnut Value Chain: The key services required include: (i) GGC Organizational Review, Business Process Improvement and Business Plan Development; (ii) Government Groundnut Sector Strategy Development; (iii) Design and Feasibility for a agricultural Production Enhancement Project. Consultancy services will be procured through a competitive bidding process using Quality Based Selection among the shortlisted international consultancy firms. (iii) Audit: The audit firm will be selected on the basis of a Short-List comprising of reputable Local Firms affiliated to international audit firms. (iv) Development of Terms of Reference for Consultancies: The services of individual experts will be required to prepare in a participatory manner the Terms of Reference as well as detailed Request for Proposal for the two consultancies (Design and supervision, and Technical Assistance for Value-chain Development) mentioned above. The individuals will be selected through a competitive process from among the international experts. The Ministry of Finance and Economic Affairs through the GGC is the Executing Agency of the Project. The Project will be implemented by GGC through the Gambian Agency for the Management of Public Works (GAMWORKS). GAMWORKS will, on behalf of GGC, undertake all the project implementation activities including hiring contractors, managing contracts, procuring consultants, undertaking routine monitoring and supervision, and measuring progress on project implementation. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing (May 2009), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank Financing (May 2009).
