Request for Expression of Interest (EOI) for Short-Term Consultancy Services to Produce ISFD Success Stories PRODUCTION OF ADVOCACY MATERIALS ON THE RESULTS / IMPACT OF THE ISLAMIC SOLIDARITY FUND FOR DEVELOPMENT (ISFD) SUPPORTED PROJECTS IN MICROFINANCE, COMMUNITY DRIVEN DEVELOPMENT, AND HEALTH IN 9 MEMBER COUNTRIES Notice Type : EOI for Short-Term Consultant Tender Number : Procurement Type : International Shortlist Sector : Poverty Alleviation Country : Saudi Arabia Issuing Date : 31 May 2015 Last Date of Submission : 14 May 2015 Status : Open Project Profile: The Islamic Solidarity Fund for Development (ISFD) is the poverty reduction arm of the Islamic Development Bank (IsDB). The ISFD mission is to fight poverty in its various forms in the member countries. Since 2009, ISFD has been working closely with various sector departments within the Bank to development and implement programs and projects that address poverty issues in the IDB Member Countries. So far, the amount of ISFD cumulative approvals has been up scaling tremendously in the last five years, reaching US$ 473.9 million to support 73 projects with a total cost amounting to US$ 2.3 billion. These programs and projects operate across 32 countries; 66% of these projects are in Sub-Saharan Africa and almost 80% in the Least Developed Member Countries. Most of the interventions are in rural areas in Agriculture and Rural Development, Microfinance, Education, Health sectors. A number of ISFD co-financed projects have been completed or are close to completion (disbursements are 90% or more). These completed projects include: i. Microfinance projects in Central Asia and Sub-Saharan Africa, ii. Community Driven Development Projects in Indonesia and Sierra Leone, and iii. Health projects in Chad (Malaria Prevention) and other projects in combating blindness in West or East Africa. Preliminary reports indicate that the ISFD supported projects have benefited rural communities and offered meaningful and sustainable livelihood to many households. The ISFD wishes to invite the expression of interest from qualified consultants for the production of an Information Package to identify and develop successful story lines (anecdotes) for the write-up of advocacy materials to increase ISFD visibility leading to resource mobilization. The 9 selected countries to harvest Success Stories are as follows: Microfinance for Rural Areas: Benin, Sudan, Kyrgyz Republic, Tajikistan, Kazakhstan Health (Malaria Prevention and Blindness Control): Chad, Niger/Sierra Leone (TBD) Community Driven Development Projects: Sierra Leone, Indonesia Outputs: The expected output of this assignment is an “Information Package” of the Results of ISFD supported projects on the ground. This package will contain: i.A Detailed Report which will be a synthesis of all 9 ISFD supported projects. This report will describe, with the help of data and evidence on ground, various achievements of the project and its positive impact on the lives of end-beneficiaries. The report will also highlight various challenges and difficulties faced by the project during its implementation and after its completion. ii.A brief analysis of each project in the form of a Brochure of 3 to 5 pages describing how the projects interventions have brought changes to the lives of end beneficiaries, illustrated with pictures. iii.Project briefs in the form of a Flyer of 1 page for each of the projects to act as promotional teasers. Expression of Interest The ISFD invites eligible consultants to indicate their interest in the short-term assignment. Consultants should provide specific information which demonstrates that they are fully qualified to provide the services. The Expression of Interest (EOI) should include (i) a letter of interest from the individual/firm to undertake the assignment, (ii) profile of the individual/ firm (including evidence of the requisite expertise and skills) and (iii) list of similar assignments (with specific examples) undertaken in the past. The duration of the assignment is expected to be 63 days including travel time (7 days per mission). The assignment is expected to be undertaken from early August 2015. The consultant will be selected in accordance with the procedures set out in the Guidelines for the ‘Use of Consultants under Islamic Development Bank Financing (2009)’.
