Contractor Pre-Qualification Notice for Constructing School/Shelters
The Islamic Development Bank (IDB) has been entrusted with a generous donation of US$ 130 million by a benevolent philanthropist (Fael Khair in Arabic) for relief of cyclone victims in Bangladesh. The bulk of the grant (US$ 110 million) is to be utilised for the construction of School-cum-Cyclone Shelters and the balance (US$ 20 million) is earmarked for the restoration of livelihoods of the victims in the coastal belt of Bangladesh. The Government of Bangladesh (GoB) and IDB have signed a Memorandum of Understanding whereby the IDB will implement the program with assistance from the GoB. The IDB has engaged IMC Worldwide (International Management Consultants) to manage construction of the Shelters component. The Schools/ Shelters will be located on individual sites of existing educational institutions. There are two types of structures, namely ‘Killa’ and ‘Stilt’, each with total floor area of up to 1350 sq.m. Contracts for the construction of 109 shelters have already been awarded and procurement of a further 80 (approx.) buildings is currently under process. The project requires the procurement of further Packages each consisting of up to approximately 10 number schools/ shelters. The construction period is approximately 18 months, however alternative periods may be considered. The IDB is now seeking to pre-qualify International and National (Bangladeshi) Contractors for construction of schools/ shelters located to the east of the Meghna River in the coastal districts of Lakshmipur, Noakhali, Feni, Chittagong Cox’s Bazar, and other coastal districts. Successful applicants will be included in the list of eligible bidders and may be invited to submit bids for future Works under this Program. The IDB through the Program Management Consultants, IMC Worldwide, now invites sealed Applications for Pre-qualification from eligible International and National Bidders to be considered to be invited to Bid for a Contract(s) under the Program. The provision of Joint Venture is allowed for pre-qualification. Prequalification will generally be conducted through the procedures as specified in the IDB’s Guidelines for Procurement of Goods and Works under Islamic Development Bank Financing, (Current Edition), and is open to all eligible International and National contractors. Contractors with an annual turnover of less than BDT 600 million (Bangladesh Taka Six Hundred Million) i.e. BDT 60 (Sixty Crore) [equivalent approx. USD 7.6 million (Seven million and Six Hundred Thousand United States Dollars)] are unlikely to pre-qualify. A complete set of pre-qualification documents in English may be purchased by interested Contractors on the submission of a written application to IMC Worldwide, to the address below and upon payment of a non-refundable fee of BDT 7,000 (Seven thousand Bangladesh Taka) The method of payment will be in the form of Pay Order/Bank Draft from any Scheduled Bank, drawn in favour of “Fael Khair Program”. Existing pre-qualified contractors under the Fael Khair Program need not re-apply. Applications for pre-qualification should be submitted in clearly marked envelopes and delivered to the address below by 16.00 hrs on 11th April 2013. Late applications will not be considered.
