The Islamic Development Bank (IDB) has been entrusted with a donation of US$ 130 million by an anonymous philanthropist (Fael Khair in Arabic), which will be utilised for the construction of school-cum-cyclone Shelters (US$ 110 million) and an agricultural inputs component ($20 million) for the restoration of livelihoods for the afflicted population in the coastal belt of Bangladesh. The Government of Bangladesh (GoB) and IDB have signed a Memorandum of Understanding whereby the IDB will implement the program, with all necessary assistance and support provided by the GoB. The IDB has on 25 August 2010 engaged WSP International Management Consulting to manage the construction of the school-cum cyclone shelters component to be procured under the program. The school-cum-cyclone shelters will be located in individual sites in the southern coastal belt of Bangladesh. Construction works will be procured via a number of contract packages, with each package expected to consist of about 50 shelters. The shelter capacity will be 2000 people and 400 cattle, and the school capacity will be 240 students and 6 classrooms. There will be two basic types of structure, with total built-up area of up to 850 sq.metres. Procurement of construction contracts financed through the IDB will be conducted through the procedures as specified in the Bank’s ‘Guidelines for Procurement of Goods and Works Under Islamic Development Bank Financing’ (current edition), and is open to all eligible bidders as defined in the guidelines. Specific Procurement Notices for contracts to be bid under the IDB International Competitive Bidding (ICB) procedures will be announced, as they become available, in UN Development Business, dgMarket, IDB website, major newspapers of the Middle East and South Asia and selected foreign embassies in Dhaka, Bangladesh. Issuance of the Specific Procurement Notice for initial contract packages is expected to be in mid-November 2010. Further Specific Procurement Notices will subsequently be issued to suit the requirements of the Program. Post-qualification of contractors will be required for all construction works contracts.
