REQUEST FOR EXPRESSIONS OF INTEREST FOR THE SUPERVISION OF WORKS OF THE TURKMEN PART OF THE TAPI PROJECT TURKMENISTAN TURKMENISTAN-AFGANISTAN-PAKISTAN-INDIA GAS PIPELINE PROJECT OIL AND GAS CONSULTING SERVICES Mode of Financing: Installment Sale Financing No: TUR-0022 The State Concern “Turkmengas” has applied for financing from the Islamic Development Bank toward the cost of the Construction gas pipeline «Turkmenistan-Afganistan-Pakistan-India» (214 kilometer) and accessory objects, and intends to apply part of the proceeds for consultant services. The services include the implementation of building control and professional technical supervision over construction of facilities for the entire perod of construction of the Turkmen part of the TAPI project. Please refer to the General Procurement Notice (GPN) for this project that appeared in newspaper “Asharq Al-Awsat”, dated 3thd February, 2017, on official website of Islamic Development Bank www.isdb.org and State Concern “Turkmengas” www.oilgas.gov.tm. The State Concern “Turkmengas” now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Experience in the following area or tasks shall be the minimum requirement for the assignment: • Information about the company (full package of information about the company, the main business activities and experience in business, financial capability and reserve powers, structure of the organization, general qualifications and number of key personnel). • Experience in providing similar services, including in the Central Asian region (control practices, technical and managerial capabilities, a detailed description of similar assignments, experience in similar conditions, brochures). • Provide the relevant documents on qualifications (licenses, certificates and etc.). Consultants may express interests in the forms of association, validated by an agreement among members of the association which clearly specifies the type of association, i.e. a joint-venture, intermediate forms of association, or sub consultancy. A consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing, May 2009, amended February 2012.
