Reconstruction of the Road Section "Border of South Kazakhstan Oblast – Taraz" under the Western Europe - Western China International Transit Corridor: Expression of Interest (EOI) for Construction Supervision. The Republic of Kazakhstan is planning to receive financing from the Islamic Development Bank (further – the IDB) and intends to utilize it for the Reconstruction of the Road Section "Border of South Kazakhstan Oblast – Taraz " (km 536-593) under the Western Europe - Western China (WE-WC) International Transit Corridor. It is proposed that IDB finances through Istisna’a mode of financing, which will be utilized to cover the entire cost (net of VAT and local taxes) of civil works for 58 km section of the road starting at km 536 and ending at km 593. This project is Tranche-1 of the planned two-tranche financing operation to cover the financing of Section km 536-593 (the title of the road – border of the Republic of Uzbekistan – (to Tashkent) Shymkent – Taraz – Almaty – Khorgos through Koktal Blagoveshenka, doorways to the border of the Kyrgyz Republic) (Tranche-1) and Sections km 483-536 (bypass of Taraz city) & km 260-305 (the title of the road – border of the Republic of Uzbekistan – (to Tashkent) Shymkent – Taraz – Almaty – Khorgos through Koktal Blagoveshenka, doorways to the border of the Kyrgyz Republic) (Tranche-2) of the WE-WC International Transit Corridor. The total length of the mentioned Sections is 172 km. The financing of Tranche -1 is expected to be approved by the IDB in February 2009. Consultancy Services Ministry of Transport and Communications of the Republic of Kazakhstan ((further – the Ministry) would like to invite expressions of interest from qualified firms to undertake the project consultancy services for the IDB-financed project. These services will be provided under a single contract to be signed with a suitable international consulting firm (from IDB Member Countries) in association with a local consulting company. Selection will be carried out on cost and quality basis. The main objective of the consultancy services is to provide support to the Ministry in the overall preparation, procurement and management of reconstruction (roads and bridges) of the project. Reconstruction of km 536 - km 593 of the road has to comply with the international standards of 4-lane automobile roads (First Category Road). The Construction Supervision Consultant’s services will comprise activities in the framework of Tranche-1 and Tranche-2 of the indicated project and will include, but not limited to, the following: • Review the detailed engineering designs and tender documents; discuss any concerns or potential problems with the Ministry; introduce any agreed changes into the documentation, as may be necessary; • Assist the Ministry with all aspects of selecting and contracting a civil works contractor following the Guidelines for procurement of goods and works under IDB financing (including prequalification, tendering, tender evaluation and contract finalization); • Supervise the actual works following the award of contract; and • Provide on-the-job training in contract supervision and management, and to assist the staff of the Committee of Roads with general project implementation. It is estimated that for the Consulting Services in Construction Supervision in total 529 man/months, of which 162 man/months are foreigners and 367 man/months are locals, will be needed. Expression of Interest Hereby the Ministry invites expressions of interest for short listing from internationally reputed firms from the IDB member countries. The Expression of Interest should be delivered to the address below and/or the e-mail address not later than 16 February, 2009 in Russian and English languages. The firms must include in their expression of interest the following information: 1. The general and overall experience of the firm, origin country, country of registration. 2. Experience of working in similar geographic region or countries. 3. Annual turnover of the firm(s) for at last 5 years. 4. Experience of the firm(s) in the required area of expertise, including FIDIC Contract Conditions 5. Experience of the company in similar projects in the region ( 3 completed /ongoing suitable projects) 6. Resume of professional employees 7. The availability of ISO Certificate 8. Certificate that the Company is not blacklisted (OIC Boycott Regulation) To obtain more detailed information please refer to the Guidelines for the use of Consultants under the IDB financing dated 2006. The volume of expression of interest should not exceed 25 pages in Russian and English languages. Expression of interest, received by 27 February 2009 shall be considered. The consultancy company will be selected and employed in full accordance with the indicated Guidelines. The RFP is expected to be issued to the short-listed firms in March 2009.
