Reconstruction of the Road Section "Border of South Kazakhstan Oblast – Taraz" under the Western Europe - Western China International Transit Corridor The Government of the Republic of Kazakhstan has requested the Islamic Development Bank (further – the IDB) to provide financing for the implementation of the “Western Europe – Western China” International Transit Corridor Road Reconstruction Project (further – the Project). The Executing Agency is the Ministry of Transport and Communications of the Republic of Kazakhstan. The objective of the Project is to increase the competitiveness of the Kazakhstan section of the “Western Europe – Western China” transit corridor and to provide the domestic users of automobile roads with quality and affordable services. The Project will be financed under two tranches. Implementation of works of Tranche - 1 (Section - I, 58 km, First Category Road) is planned to start in 2009, works of Tranch 2 (Sections - II and V, 114 km, Second and First Category Roads) - in 2010. The estimated cost of the Tranch - 1 Project is USD 214 000 000. The section of the Project, financed by Islamic Development Bank for Tranche- 1, consists of the following components: (i) Civil Works, including reconstruction of around 58 km road, from the border of South Kazakhstan Oblast to Taraz city from km 536 to km 593, in Zhambyl Oblast; (ii)Consulting services: - Project Management Consultant - Construction Supervision Consultant The financing under Tranche - 1 will include: Procurement of Civil Works: The procurement for Civil Works of the Project will be through international competitive bidding (ICB), limited to contractors from IDB Member Countries, contract package for civil works using single stage 2 envelope bidding procedure. The Procurement of Civil Works financed by IDB will be done in accordance with the Guidelines for Procurement of Goods and Works under IDB financing dated 2006 and procurement plan of the Project. Consultancy services: It is estimated that for the project Consultancy Services - in Project Management Consultant in total 139 man/months, of which 51 man/months are foreigners and 88 man/months are locals, will be needed. - in Construction Supervision in total 529 man/months, of which 162 man/months are foreigners and 367 man/months are locals, will be needed. All Consultants will be hired in accordance with the Guidelines for the Use of Consultants under Islamic Development Bank financing dated 2006 and procurement plan of the Project. The selection of the Consultant will be done on the basis of quality and price with full technical proposals in accordance with IDB procedures.
