INVITATION FOR BID 1. The Government of Lebanon has obtained a financing from the Islamic Development Bank (IDB) for Reconstruction and Development towards the Urban Transport Development Project - Corridor Improvement Program. It is intended that the proceeds of this financing will be applied to eligible payments under the contract for Construction of a Grade Separation on Mkalles Roundabout. 2. The Council for Development and Reconstruction (CDR) acting as executing agency for and on behalf of the Government of Lebanon, and as Employer under the Contract invites sealed bids from eligible bidders for the construction and completion of the Urban Transport Development Project - Corridor Improvement Program – Grade Separation on Mkalles Roundabout (the Works). The project consists mainly of the construction of an Underpass and a multi-span Overpass consisting of a 2x2 lane pre-stressed post-tensioned concrete bridge spanning over the Mkalles Roundabout along the Mansourieh-Qalaa Axis. The Underpass consists of a 2x2 lane reinforced concrete structure under the Mkalles Roundabout along the Jisr El-Bacha Hayek Axis. The works also include the construction of Service roads adjacent to the underpass and the upgrading of the existing Roundabout and the roadway network. 3. Interested eligible bidders may obtain further information from and inspect the bidding documents at the Council for Development and Reconstruction, Tallet El Serail, Legal Affairs Division, Tenders Department, Beirut, Lebanon. 4. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of Two Thousand U.S. Dollars (2500 US$). The method of payment will be a bank certified cheque in favour of Council for Development and Reconstruction. 5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Islamic Development Bank Standard Bidding Documents: Procurement of Works. 6. Bids must be delivered to the above office on or before 12 o’clock, noon, Beirut Local Time on Thursday, 4th November 2010 and must be accompanied by a bid security of 400,000 (Four Hundred Thousand United States Dollars). Bids shall be valid for a period of One Hundred and Twenty (120) days after Bid opening date. 7. Bids will be opened in the presence of bidders’ representatives who choose to attend at 12 o’clock, noon, Beirut Local Time on Thursday, 4th November 2010 at the offices of the Council for Development and Reconstruction, Tallet El Serail, Legal Affairs Division, Tenders Department, Beirut, Lebanon.
