1. This Invitation for Bids follows the General Procurement of IDB. 2. The Government of Yemen has received a loan from the Islamic Development Bank (IDB) toward the cost of the Urban Water Supply and Sanitation Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for the Construction of Water Supply, Wastewater Systems and Treatment Plant in Al Howta City, Lahej Governorate. 3. The Ministry of Water and Environment through the Urban Water Supply and Sanitation Project (UWSS Project) now invites sealed bids from eligible and qualified bidders from IDB Member Countries for the Construction of Water Supply, Wastewater Systems and Treatment Plant in Al Howta City, Lahej Governorate. 4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures of qualified contractors as specified in the Islamic Development Bank Guidelines: Procurement under IDB Loans and Credits, and is open to all qualified bidders from IDB Member Countries as defined in the Bidding Documents. 5. Qualifications requirements include: A. Experience in two projects similar in nature and size. B. The minimum required annual volume of construction works for the successful bidder in any of the last five years shall be US$4 million. C. The minimum cash flow requirement of successful bidder shall be US$ 1,000,000. 7. A complete set of Bidding Documents in English may be purchased by bidders on the submission of a written Application to the address above and upon payment of a non refundable fee of US$ 100.00 The Bidding Documents will be collected from employer office mentioned above. Last date for selling tender documents is on 28/6/2010. 8. Bids must be delivered to the address above before 12:00 on July 5th, 2010. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address above on 5/7/2010 at:12:00. 9. All bids shall be valid for period of (90) days after Bid opening and must be accompanied by Bid Security of US$200.000 or its equivalent in a convertible currency valid for 120 days after the deadline for bid submission and shall be delivered to the above address.
