Construction of Bhola 225 Mw ±15% Combined Cycle Power PLANT, Bangladesh
The Peoples' Republic of Bangladesh will receive Lease financing from the Islamic Development Bank to finance the Electric Power Generation Project in the southern resign of Bangladesh. The main objective of this project is to meet the growing electricity demand of Bangladesh using indigenous natural Gas as fuel through installation of a 225 MW combined Cycle Power Plant in Bhola District . By proper implementation of this Project it would be possible to minimize unwanted load shedding and develop human resources through transfer of technology. This project has taken for proper utilization of the natural resources for the integrated development of the country. The generated electrical power shall be available for general consumer at an affordable price which will have significant social and financial positive impacts on whole populations and on whole economy especially in the southern part of Bangladesh. The site is located at the Burhanuddin Upazilla of Bhola District in Bangladesh. The project includes the following components: 1. Two 75 MW Gas Turbine (GT) Generating Units including Auxiliaries and ancilliaries; 2. One 75 MW Steam Turbine (ST) Generating Unit with Condenser; 3. Two Heat Recovery Steam Generator (HRSG); 4. Step-up Transformer for GT & ST and auxiliary Transformer, 11/33/230 kV Substation, indoor & out door with associated equipments including Diesel Generating Set, Gas Booster Compressor etc. 5. Water Treatment Plant, complete in all respect and cooling water/circulating water system; 6. Central control equipment, HMI computer and electrical equipment & materials LRU Board including 2-part energy meter etc. including I & C control; 7. Procurement of Tools & Equipment for erection & maintenance & fire fighting system, overhead electric crane (for GT & ST), circulating water pump, weather protection shed etc., mobile crane, Jib crane, Truck, Machine shop equipment & tools, CO2 Protection piping & valves, Cooling system; 8. Essential Spare Parts: 9. Erection, Testing & Commissioning of the entire Power Plant and completion of 2 years warranty period. 10. Long Term Service Agreement (LTSA) for 4 years next to the completion of 2 years warranty period. The average estimated quantities of work for the Erection/Installation are as follows: o Non-residential Civil Works: 1050 Sq. m, o Residential Civil Works: 6230 Sq. m, o Fencing, Boundary Wall, Access Road & Internal Road: 4300 m. The Procurement method shall be single stage single envelope Open International Competitive Bidding Method and technically as well as financially qualified bidder who only meet the qualification criteria shall be considered for award. The construction period is 810 days for Combined Cycle (including 540 days for Simple Cycles). Bidding will be conducted through the international competitive bidding procedures specified in the Guideline for Procurement of Goods and Works under IDB Financing, May 2009 and is open to all bidders from eligible source countries as defined under IDB Guideline. Procurement of Goods and Works will be in accordance with the Guidelines for Procurement of Goods and Works under the Islamic Development Bank Financing (May 2009). The method of payment shall be in accordance with the stipulation of the contract executed between Bangladesh Power development Board (BPDB) and the contractor through bank transaction supported by the allocated fund of IDB and BPDB Bids must be delivered to the address below at or before 31 January 2012 at 16:00 Bangladesh Standard time (BST). All bids must be accompanied by a bid security of US$ 1,500,000.00 (US$ one & half million) in the form of an irrevocable and unconditional Bank guarantee issued by any scheduled Bank of Bangladesh or by a foreign Bank duly endorsed by a scheduled Bank in Bangladesh payable in favour of the Secretary, Bangladesh Power Development Board.
