GENERAL PROCUREMENT NOTICE Notice Type : General Procurement Notice Tender Number ECO/01/TEC/2011 Procurement Type: International Competitive Bidding (ICB) Sector: ICT Country: Sierra Leone Issuing Date: 7th September 2011 Last Date of Submission: 21st September 2011 Status : Open Project Profile The Government of Sierra Leone (GoSL) through Sierra Leone Cable Limited (SALCAB) has received a Loan from the Islamic Development Bank (IDB) in the amount of US$ 28.27 million towards the implementation of the ECOWAS Regional Backbone and e-Governance Program (ECOWAN)- Sierra Leone Project. The Loan will be used to fulfill payments for goods, works, and consulting services which will be procured under this project. With regard to Consultancy services, part of the proceeds of this financing would be applied to cover the following consultancy services Detailed Feasibility Study and Technical Assistance for Infrastructure Design & Development of a National Fiber Optic Backbone & Access Network in Sierra Leone Consultancy to conduct a detailed technical feasibility study and to prepare a detailed infrastructure design for the proposed National fiber optic backbone, which would incorporate the ECOWAN fiber optic links (660 km) and a WiMAX access network in Freetown Sierra Leone. In addition the assignment would also include the preparation and evaluation of bids for the development of ECOWAN fiber optic links, and supervision of works (construction and deployment of fiber optic network) during project implementation. Sierra Leone Cable Limited (SALCAB) in collaboration with the Ministry of Information and Communication (Executing Agency) now invites eligible consultants to express interest in providing the above consultancy service. Interested consultants must provide in their expression of interest brief profile of their organization, key personnel, past experience, a list of past and present assignments of similar nature, general qualification and number of key staff and any other information that may show the consultant’s ability to carry out the assignment satisfactorily. Consultants may associate to enhance their qualification. Procurement of contracts financed under the project will be conducted through the procedures specified in the Islamic Development Bank’s Guidelines for the Use of Consultants (May, 2009) and Sierra Leone Public Procurement Guidelines. A Consultant will be selected through a short list of qualified international Consultants under International Competitive Bidding (ICB), in accordance with the Islamic Development Bank’s Guidelines and Sierra Leone Public Procurement Guidelines: Selection and Employment of Consultants (GoSL). Submission of Expression of Interest Expressions of Interest should be clearly marked with contract number ECO/01/TEC/2011.
